The Town of Renfrew is issuing this RFSO in order to establish a Standing Offer listing of three to five qualified firms to be drawn from by the Town on an as required basis within the time period of up to five (5) years. During the time period, the Town's Standing Offer list of firms may be evaluated or rated based on quality of services provided, timeliness of services provided, and cost effectiveness. Maintaining status on the Town's Standing Offer list for assignment of work will be dependent on the performance in the identified key areas. Exceptional performance may result in a future recommendation to act as the Town's "Engineer of Record". It is mandatory that you register as a bidder with the Corporation of the Town of Renfrew The scope of work will differ on a project-by-project basis. The projects, studies and assignments that may occur will include, but not be limited to, the following: Development Related Developer Supplied Engineering Drawing Review Developer Supplied Study Review Standards Development/Updates Land Use Planning Advice Capital Improvement Projects Concept/Preliminary Design Feasibility Studies Estimating/Budgeting Detailed/Construction Design Tender Development/Construction Supervision/Contract Administration Operational Provide Professional and Technical Engineering Support to the Development, Environment & Engineering Department Provide Analysis and Recommendation Pertaining to Facilities, Maintenance, and Operation Efforts Provide Hydraulic and Hydrological Modeling Analysis and Recommendations using the Town's Existing Water, Wastewater, and Stormwater Models Develop New Hydraulic and Hydrological Models as Required Advisory and Planning Services Assist with Implementation of Existing Studies and Master Plans (i.e. Water and Wastewater, Stormwater, Transportation) Develop New Master Plans and Studies as Required Document and Policy Development Asset Management and GIS Assist with Municipal Asset Management Program and GIS and Provide Technical Support as Required Transportation Functional Planning Studies Concept/Preliminary Design Estimating/Budgeting Detailed/Construction Design Tender/Construction Supervision Surveying Horizontal/Vertical Alignments Drainage Surveys Topographic Surveys Legal Surveys Site Investigation and Geotechnical Studies Soils and Soil Sampling for Road Construction Purposes Geotechnical Testing Geotechnical Investigation and Recommendations Environmental Engineering Services Environmental Assessments (EA) Environmental Site Assessments (ESA) Environmental Compliance Approvals (ECA) Site Remediation Water Resources Water and Wastewater Treatment Waste Management Air Quality, Noise, and Vibration Brownfield Development Drafting Services Using Computer-aided Design (CAD) Software Mechanical and Electrical Structural, Building, HAZMATs, Condition Assessments, Pre-Construction Surveys February 27th , 2024 Approval at Town Council March 1 , 2024 Request for Standing Offer Award by this date. The Town reserves the right not to open a bid call should the Town deem, in its opinion, to have received an inadequate number of bid responses to the bid call and further the right is reserved to cancel and recall the competition.
