Bell County Water Control & Improvement District No. 1 (District) is soliciting a Request for Bid for Grinding its stockpile of raw brush at its Regional Compost Facility located in Killeen, Texas. The District is requesting bids for the grinding of ALL raw brush material. The Contractor shall provide all equipment and labor to perform the grinding requirements. The raw brush needs to go through no larger than a 3" x 3" Grinder screen. There is brush being brought in daily; Bid needs to include grinding everything on site once Grinding has commenced. Once Grinding has begun; Bell County will barricade off the pile so no more brush will be added. A pre-bid conference will not be held. It is understood and agreed that the work is to be completed in full within 40 Calendar Days after the date of the Notice to Proceed. The sealed envelope containing the completed bid shall be marked legibly on the outside with description of the item being proposed as shown on the cover sheet of the Request for Bid. The City of Killeen steadily brings in raw brush that the District stockpiles until we need mulch to use in the building of Compost windrows or we start running out of room. Receipt of any bid shall under no circumstances obligate the District to accept the lowest dollar bid. The District reserves the right to waive irregularities and reject any or all bids.
