Each proposal submitted must be accompanied by a Certified Check or Bid Bond, made payable to the island Park Public Library in an amount equal to ten percent (10%) of the total amount of the bid, as a commitment by the bidder that, in the event the contract is awarded to them, they will, within fifteen (15) days after written notification of such award or intent to award, execute the contract and furnish the performance and payment bonds with a surety satisfactory to the Library Board. The successful bidder will be required to furnish a Performance Bond, and a Labor and Material Payment Bond in the amount of one hundred twenty-five (125%) percent of the accepted bids, guaranteeing performance according to Specifications and the Payment of all obligations arising thereunder. Each bidder shall agree to hold its bid price for forty-five (45) days after the formal bid opening. The bidder will also be required to show to the Library Board that they are carrying Workmen's Compensation Insurance as required by law, and all other insurance in an amount not less than specified under Section 00652. It is the Board's intention to award the Contract to the lowest responsible bidder in compliance with the specifications and who meets all experience, technical, and budget requirements. However, the Library Board reserves the right to waive any informalities in, or to reject any or all proposals and to advertise for new proposals if, in its opinion, the best interest of the Library will thereby be promoted. All bids will be held firm by the Library Board for forty-five (45) days after the formal opening thereof and no bid may be withdrawn within forty-five (45) days pending the decision of the board, except for clerical mistake pursuant to the requirements of the General Municipal Law.
