Reference Number cb-678-32059710 All regions of Canada are experiencing environmental, social, and economic impacts that can be attributed to climate change. Adapting standards, and related technical guidance, to ensure infrastructure is climate resilient is critical for Canada and its citizens. Standards can specify performance and material requirements that can be used as the integration point for climate-related risks into infrastructure planning and development processes. Through funding announced in Budget 2021, SCC renewed its Standards to Support Resilience in Infrastructure Program (SSRIP). Phase II of SSRIP builds upon and extends the activities of phase I (2016-2021), enabling SCC to continue working with Canada's national standardization network to develop and implement standardization solutions that boost infrastructure resilience and create stronger communities for Canadians. As in Phase I, this will result in resources and standardized guidance related to climate change and climate resilience to support both standard users and developers in Canada. In 2011, SCC launched the Northern Infrastructure Standardization Initiative (NISI) to support more resilient communities in Canada's north. Key to the success of NISI was the establishment of the Northern Advisory Committee (NAC) which provides strategic advice, input, and guidance for the initiative. Changes to the active layer of permafrost and general permafrost degradation are having a particularly significant impact on infrastructure in Canada's north. As a result, infrastructure, once thought to be robust and secure, is becoming unstable and unreliable. Not only are significant repair and maintenance costs being incurred, but economic development that is reliant on the transportation system being impacted by permafrost degradation is becoming hindered. Beyond permafrost degradation, Canada's north is expected to experience increased precipitation with the changing climate. More heavy precipitation will increase the risk of flooding and overloading of existing drainage systems, leading to an increased number of road and bridge washouts. The expected higher snow-melt volume due to increasing temperature will exacerbate the issue in all northern communities. This Technical Specification (hereafter referred to as TS) should provide the user with best practices for planning, design, construction, operation, and maintenance of roadways in northern communities. The TS should focus on roads within communities. Winter roads are outside the scope of this project. The TS should be complementary to existing road transportation codes, regulatory requirements, by-laws and best management and construction practice guidelines. The guidance should consider and emphasize 'the importance of adopting good practices for development, planning, design, construction management, maintenance and rehabilitation of transportation facilities in regions of northern Canada with permafrost terrain. The TS should focus on community roads over highways, intracommunity roads, public roadways, and winter roads. However, many of the underlying principles of design and management for highway and public roads are also useful for community roads and should be reviewed and considered in the development of this TS. An appropriate scan of current literature, guidance, and existing documentation, undertaken as part of the development process, could include, but is not limited to: Existing documentation that details or reviews best practices, past failures and lessons learned for the maintenance and management of community roads in the north
