The scope of Work contemplated for the abovenamed Project includes the general operation and maintenance of the Borough Owned Irrigation systems located at the parks and open space areas throughout the Borough as specifically described in these Contract Documents. All Work stipulated in this Contract shall be fully completed in three (3) years, from March 1, 2024 (or upon award) to December 31, 2026. The provided Bid Packet must be completed in the manner designated in the Contract Documents, must be enclosed in a sealed envelope bearing the name and address of the Bidder and the name of the Project on the outside and must be addressed to the Borough of Union Beach. Also, Bid Packets must be accompanied by a Statement of Consent of Surety from a surety company holding a Certificate of Authorization to do business in the State of New Jersey and either a Bid Bond or a Certified Check drawn to the order of "The Borough of Union Beach" for not less than ten percent (10%) of the total bid price amount, except that the check shall not exceed $20,000.00. The successful Bidder is hereby notified that a Performance and Payment Bonds for the full amount of this Project is required. The award of the Contract for this Project will not be made until the necessary funds have been provided by the Borough of Union Beach in a lawful manner. The Borough of Union Beach intends to award this Project to the lowest Bidder whose Bid Packet is responsive and complies with its requirements for the Project, provided that in the judgment of is reasonable, within available funds and in the interest of the Borough of Union Beach. The Borough of Union Beach reserves the right to reject any and all Bid Packets to the extent permitted by law. An award will be made, or Bid Packets will be rejected within sixty (60) Calendar Days after the opening of the Bid Packets, during which time the Bid Packets shall be irrevocable and unavailable to withdraw by Bidders, unless otherwise extended in the Contract Documents.
