Site work and renovation of a water / sewer project in Sandwich, Massachusetts. Working plans call for site work for a water / sewer project; and for the renovation of a water / sewer project.

The East Boat Basin is a small sheltered harbor for small craft located near the east end of the Cape Cod Canal on the Cape side in Sandwich, Massachusetts. On both sides of the entrance to the harbor, facing the canal, are sheet pile bulkheads. This project will replace the west sheet pile bulkhead with a completely new bulkhead. The existing west bulkhead is approximately 300 feet long with two 60 foot long returns. Behind the bulkhead is a restaurant, a fish unloading station, a parking lot, and open space for public recreation with picnic tables, benches, etc. The existing sheet pile bulkhead, installed in the mid 1980's, is significantly corroded with section loss and damage to structural supports. The existing steel sheet piles were installed five feet in front of an older sheet pile bulkhead, age unknown. The older sheet piles were then cut off about 10 feet below grade. The piles are connected via steel tie rods to a series of concrete dead men located about 50 feet back from the piles. The dead men and portions of the steel tie rods predate the 1980's work. Specific works tasks include, but are not limited to, the following: a. Install new temporary bike path to divert pedestrians around project area. Restore area to original condition upon completing of bulkhead installation. b. Install approximately 440 linear feet of steel sheet piles with interior whalers to create a new bulkhead about five feet in front of the existing bulkhead sheets. Bulkhead top shall be 18 inches higher than existing bulkhead top. Install a system of wood fender piles to protect against ships and boats. c. Install new concrete dead men, tie rods and waler connected to new PZ40 sheet piles. d. Cut off the existing steel sheet piles about 10 feet below grade. Backfill the space between old and new sheet piles with crushed stone. e. Replace light system and existing conduits and protect existing associated power supply system. f. Install new bollards, cleats and concrete foundation for crane davit to replace existing. g. Install a new fence, sidewalk and curb along the entire length of the bulkhead. h. Install new driveway and gate for truck loading at the bulkhead. i. Install new concrete pads for picnic tables and other park features. j. Repair/replace storm drains disrupted by the construction. k. Install new timber bumper piles at corners of the new bulkhead. l. Replace rip-rap as needed near the two returns. The solicitation requirements and contract documents to include instructions for submission (which may include definitive responsibility criterion) and the response date will be available on or about June 24, 2024. Neither telephonic, mailed nor fax requests for hard copies will be accepted. The solicitation will only be available online; in order to view the solicitation offerors must access the System for Award Management website (www.sam.gov). To download the solicitation, offerors must access the Procurement Integrated Enterprise Environment (https://piee.eb.mil/), solicitation module. Amendments, if any, to the solicitation will be made available at the PIEE website. Registrants are responsible for the accuracy of the information on the SAM.gov Registration List. All responsible sources may submit a bid which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at tyler.s.maryak@usace.army.mil. This notice does not commit the U.S. Government to contract for any supply or service. The Method of Contractor Selection has not been determined at this Time.
