Date Email Questions (Clarifications) Due February 8, 2024 INTRODUCTION/DESCRIPTION OF PROJECT The Colorado Department of Local Affairs (DOLA), through its Division of Housing (DOH) Office of Homeless Initiatives (OHI), is selecting a Design/Build Guaranteed Maximum Price Entity to repurpose and complete a comprehensive upgrade and adaptive reuse of the Ridge View Supportive Residential Community campus (RVSRC). For the purposes of this Request for Proposals (RFP), a Supportive Residential Community campus is a centralized and coordinated facility that provides low barrier, public access to a continuum of wraparound, co-located services, as well as a transitional housing component, while incorporating principles of Trauma Informed Design. The RVSRC campus includes 16 buildings. This project will be completed using the Design/Build Guaranteed Maximum Price (GMP) project delivery method. The State has been granted $45 million dollars (with the potential to receive further funding of an additional $50 million dollars), total project cost. This project may be funded via multiple sources, which may include both State and Federal funds, including Federal State and Local Fiscal Recovery Fund (SLFRF) dollars. The differing funding sources will require separate tracking and reporting due to the unique budgetary and reporting requirements for each. This is planned as a three-phase project. Each phase will address the designated critical areas as identified below. Funding is currently available for phases 1 and 2 only. Design/build services for Phase 3 may be awarded to the successful contractor of this RFP as phases are funded. It shall be the sole discretion of the owner if additional work will be granted to the consultant based on, but not limited to, the D/B Contractor's performance. The Owner has the right to publicly advertise any additional work and the awarded Consultant is not guaranteed additional work. The Design/Build Entity selected shall provide comprehensive design, management and construction for the RVSRC to address the following critical areas, all through utilization of Trauma Informed Design principles. The project location, site-specific plan, and links to Trauma Informed Design guidelines are in Appendix D - Aesthetic Guidelines and Construction Standards. SCOPE OF SERVICES The scope of services will include assistance to the State during the process of design, construction, and warranty period. Specific tasks to be performed by the Design/Build Entity (D/B) include those generally performed by the D/B construction community where the Designer is also the Contractor. The current project budget is $95,000,000, of which $45,000,000 including all soft costs and contingencies has been appropriated.
