This letter extends an invitation for the submission of a proposal to supply the Charlotte Douglas International Airport with the non-federally funded services. Pursuant to this Request for Proposals ("RFP"), Charlotte Douglas International Airport ("CLT" or "Airport"), which is owned and operated by the City of Charlotte, North Carolina ("City"), is seeking Proposals from qualified and experienced companies (individually or collectively, the "Proposer") interested in Passenger Boarding Bridge Painting (the "Work"). Charlotte Douglas International Airport ("Airport") is seeking a Company to perform painting of passenger boarding bridges. The Company is responsible for furnishing all labor, equipment, tools and use of equipment necessary for the surface preparation and painting of the entire interior and exterior surface of the passenger boarding bridges. The Airport reserves the right to request the company to provide partial painting or complete surface painting for the passenger boarding bridge during the contract term. Services scope of work. 1) Prior to painting all surfaces shall be properly prepared and at a minimum shall be: a) Hot pressure washed to remove grease/loose, chalked coatings, and dirt. b) Deglossed, prepared/sand previously painted surfaces. c) Scraped of remaining loose coatings and bristle blast corrosion to SSPC-SP3 (power tool cleaning). d) Prime bare metal areas in preparation for coating. 2) Follow safe work practices. That should include but are not limited to fall protection when using aerial lifts and other applicable PPE 3) Notifying Airport Operations of any hot work that may be occurring to obtain a hot work permit. 4) Providing two coats of paint per manufacturers recommendations Supplies 1) Under normal circumstances, the Airport shall supply all paint and primer. 2) There may be special circumstances where the Airport requests contract to purchase the paint and primer material. a) Exterior paint shall be Sherwin Williams Corothane Mio Aluminum primer, Durathane DTM Mastic primer, Carboline 890 and Carboline Rustbond primer or equivalent and Sherwin Williams Corothane I, Durathane DTM Mastic, Carboline 3359 DTM or equivalent, suitable for the application. b) Interior paint shall be Sherwin Williams Corothane 1, Durathane DTM Mastic, Carboline 3359 DTM or equivalent, suitable for the application. Typical Work Hours 1) The passenger boarding bridges will be taken out of services for the work. 2) Work can be scheduled on multiple shifts as needed to complete the work. 3) Under normal circumstances, the Airport estimates that the work should be completed within 3 business days. Scheduling 1) The passenger boarding bridges are critical to Airport operations. Therefore, scheduling the painting will be done well in advance of the work effort. Once we have confirmed the bridge outage dates with our carriers and communicated to the painting contractor, every effort must be made to ensure work is completed as scheduled. 2) Airport supervision and the Company will attempt to look ahead at the weather forecast and determine if the weather will affect the work effort. 3) Contingency dates will also be scheduled should there be weather delays Changes to the terms, conditions or specifications stated in this Request for Proposals will be documented in a written addendum, issued by the Charlotte Douglas International Airport. All visitors participating in pre-proposal site tours and meetings must be in possession of their unexpired, government issued photo identification at the time of the tour. All personal items are subject to inspection before and during the tour. Transportation Security Administration (TSA) rules will apply to all participants when being screened through any Airport security screening checkpoint (no liquids, no prohibited items, etc.). When the pre-proposal conference is mandatory, proposals will not be accepted from companies that do not attend. 2/15/2024 Submission of written questions after pre-proposal conference. Requests for interpretation or clarification must be submitted electronically to the RFP Project Manager. Any questions received after that time may not be addressed prior to the proposal due date On or Before 2/20/2024 Addendum Posted (if necessary) Beginning 2/26/2024 Proposer Evaluations 4/22/2024 Tentative City Council date 6/10/2024 Estimated start date of services The term of the Contract shall be for three (3) years with two optional one-year renewals. Proposers are advised to carefully read and review the form Contract as they prepare their Proposal. CLT reserves the right to revise the terms of the form Contract at any time during the RFP process and to negotiate different terms with the Company. CLT's Rights and Options CLT reserves the following rights, which may be exercised at CLT's sole discretion: i. To supplement, amend, substitute, withdraw or otherwise modify this RFP at any time; ii. To issue additional requests for information; iii. To require a Proposer to supplement, clarify or provide additional information for CLT to evaluate its Proposal, including without limitation, requests to provide samples of items requested under this RFP; iv. To conduct investigations with respect to the qualifications and experience of each Proposer; v. To waive any defect or irregularity in any Proposal received; vi. To share the Proposals with City and/or CLT employees and contractors other than the Evaluation Committee as deemed necessary; vii. To award all, none, or any part of the Work set forth in this RFP to one or more Proposers as is in the best interest of CLT with or without re-solicitation; viii. To discuss and negotiate with selected Proposer(s) any terms and conditions in the Proposals including but not limited to financial terms; ix. To enter into any agreement deemed by CLT to be in the best interest of CLT; x. To reject any or all proposals submitted; and xi. To re-advertise for proposals using this RFP or a different RFP or solicitation.
