Site work, renovation and addition to a municipal facility in Easton, Maryland. Working plans call for the addition of a 2,400-square-foot municipal facility; for the renovation of a municipal facility; and for site work for a municipal facility.
**As of April 1, 2024 this project has been postponed. As of this time it is unknown if and when project will rebid.** The Scope of Work consists of constructing an approximately 2,400 square foot addition to existing wood framed (pole) building, changes to existing structure and interior modifications, electrical, plumbing, HVAC, expanding the parking area and stormwater management facility at the St. Vincent de Paul Food Panty and Thrift Store located at 29533 Canvasback Drive, Easton, Maryland. The work shall be performed by trade contractors with a minimum of five (5) years documented experience in the area of public building renovation and expansion projects. Trade(s) licensing, for certain phases of the project shall be required in accordance with State of Maryland statute and the Town of Easton Building Permit Department. Partial funding for this project is through a Maryland Community Development Block Grant (CDBG). All federal CDBG requirements shall apply to the contract, including Davis-Bacon Act and the Contract Work Hours and Safety Act. The contractor(s) shall also comply with HUD Form 4010 Federal Labor Standards. All submitted bids shall be valid for ninety (90) calendar days after the close of the bid period. Contractor(s) will abide by the Copeland Act and agree not to kickback any part of laborers' wages. Bidders agree to pay workers weekly and to maintain payroll records in accordance with HUD Form 4010 Federal Labor Standards. Minority contractors are encouraged to bid. In addition to the sealed bid proposal, proof of Workers' Compensation Insurance, references, and the ability to fulfill the terms of the contract must be included. The Build America, Buy America Act (BABA) established domestic procurement preferences for all infrastructure projects funded with federal financial assistance. BID SURETY: 5% Bid Bond, Cashier's Check or Certified Check to be submitted with the Sealed Proposal. CONTRACT BONDS: The successful Bidder shall submit a 100% Performance Bond and a 100% Labor & Materials Payment Bond upon award of contract. Talbot County, Maryland reserves the right to reject any or all bids or to accept any bid, or portions thereof, when in their judgment, the public will be better served.
