The Cheboygan County Road Commission will accept sealed bids for Processing and Stockpiling of Ice Control Sand, 2 inch minus crushed stone, 23A, and 23AA aggregate in Meyers Pit and Rondo Pit. All Materials shall meet current MDOT Standard Specifications for Construction, 2020, except as modified herein. Material testing by a MDOT Certified Aggregate Technician Level One shall be the responsibility of the successful bidder (Contractor). Contractor shall provide a copy of their technician's certification to the CCRC Engineer Technician prior to aggregate processing. A copy of aggregate sample test results and sample splits of ALL tests shall be provided to the CCRC Engineer Technician DAILY for verification. The Contractor shall provide a copy of all test results to the CCRC Engineer Technician once production run is complete. Testing frequency shall be consistent with MDOT standard practices, at a minimum, one test shall be conducted each day of production. The CCRC Engineer Technician reserves the right to complete addition samples and test randomly throughout the production run. The CCRC makes no statement or warranty as to the quality and/or availability of natural materials within the prospective pits. The Contractor shall be responsible for supplying materials as necessary to meet the aggregate grading requirements. The failure of the producer to locate adequate raw materials shall not be grounds for any claims against the CCRC. The CCRC strongly encourages bidders to visit/examine sites prior to bidding. All products/by-products of the aggregate processing operation shall become property of the CCRC or its designee without limitation or restriction. The Contractor shall be responsible for clean up and shaping of the pit to a safe condition after aggregate production is complete as directed by Engineer Technician. Contractor shall create a uniform stockpile (to minimize segregation), neat and regular in form (Conical or Radial Stacker piles). The Contractor shall furnish evidence of insurances as required by law. Additionally, the Contractor shall provide a copy of their safety program and written certification statement that their personnel meet the requirements of MSHA. The Contractor will be responsible for all moving permits. The CCRC will secure the required mineral permits for the respective production pits if necessary. The Contractor shall provide a current certification information for the belt scale. CCRC will correct reported weights for a moisture content above 6%. The producer shall arrange to meet with the CCRC Engineer Technician, (231)420-1158, at least two (2) weeks prior to setting up for aggregate production to agree on stockpile locations. Smoothing/leveling of the stockpile locations and overburden stripping will be completed by CCRC if necessary. The material shall be processed in the pit identified on the CCRC Bid Sheet. The CCRC reserves the right to increase or eliminate quantities or pits from production as deemed necessary to meet the needs or fiscal constraints of the CCRC. Question Deadline 02/06/2024. No exceptions or qualifications to these bid specifications shall be allowed except as approved in advance through an addendum to these specifications. Requests to consider an addendum must be received by the CCRC in writing not less than five (5) business days prior to bid opening. It shall be the responsibility of the prospective Bidders to ensure they have received any/all addendums. Bidders shall include written statement of allowable discounts and terms of payment. All bids shall be valid for a period of 1 year from date of award. Cheboygan County Road Commission reserves the right to accept or reject any and all bids, in whole; to waive irregularities or informalities; and to award bids in whole, as deemed to be in the best interest of the Cheboygan County Road Commission.
