The City of Hays, Kansas (The City) is issuing a request for proposals (RFP) for the construction of a hangar at the Hays Regional Airport. Hays is a community of 20,000 located along I-70 in west central Kansas. It is the intent of the City (Owner) to enter into a contract with a company to provide design-build services meeting all applicable codes and regulations. The building intent, Exhibit A, and scope of services, Exhibit B, provide details about the hangar intent and specifications. The proposal should clearly demonstrate how the bidder can best satisfy the requirements of the City of Hays. The City of Hays shall reserve the right to enter into an agreement with the bidder presenting the proposal that is most advantageous to the City of Hays. The work involved under the terms of the contract with the Contracted Respondent shall be the full and complete execution of the information contained in Exhibit A, the scope of work items set forth in Exhibit B, and as described further throughout this RFP. Respondents must provide proposals addressing all parts of the scope of work. The proposal should clearly demonstrate how the bidder can best satisfy the requirements of the City of Hays. This written Request for Proposal (RFP) states the scope of the City of Hays' requirements and specifies the general rules for preparing the proposal. Owner Rights: The City reserves the right to reject any and/or all proposals for good cause and to waive any and/or all informalities. City of Hays reserves the right to reject or accept any and all bids/proposals, to waive any irregularities in such bids/proposals, and to accept such bids/proposals that are the most responsive and best suits the City of Hays. The committee evaluating the proposals will base the evaluation on the proposal that will best serve the City of Hays. Earlier completion date may take preference over low bid, but not necessarily. No bid shall be withdrawn for a period of 45 (forty-five) days subsequent to the opening of bids without the written consent of the City of Hays, Kansas. Questions should be directed to Project Manager Tom Howie. Proposals, the requirements for which are detailed in the RFP package, shall be enclosed in a sealed envelope clearly marked "BID - DO NOT OPEN - 2023 Airport Hangar". Proposals shall be delivered to the City Clerk at the City Offices, 1507 Main St., Hays, KS 67601, on or before the time and date specified in the Notice to Contractors, at which time they will be publicly opened and read. Bond Notes: Each bid shall be accompanied by a cashier's check, a certified check or a bid bond, payable to the City of Hays, Kansas, in an amount not less than five percent (5%) of the total amount of the bid. Any bidder to whom a contract is awarded in excess of $100,000.00 will be required to furnish a Contract Bond and Payment Bond executed on the specific forms and acceptable to the City of Hays, Kansas, each in the amount of one hundred percent (100%) of the total amount Bid. Contract Bond. A performance bond to the Owner, in an amount equal to 100 percent (100%) of the contract price. Payment Bond. A statutory bond to the State of Kansas in an amount equal to 100 percent (100%) of the contract price filed with the Clerk of the Ellis County District Court. The City of Hays will not pay costs incurred in the proposal preparation including the costs of printing, mailing, etc. All costs for the preparation of the proposal shall be borne by the proposing firm.
