Solicitations are open to all business firms actively engaged in providing the materials, equipment, and services specified and inferred. Active engagement will be verified via references. These General Instruction Regarding Solicitation for Contracted Services apply to all solicitations for contracted services by the City of Wheaton and shall be incorporated as part of the written and signed Agreement with the successful Bidder along with any addenda items which are issued, unless otherwise specified. For solicitations involving the IDOT "Standard Specifications for Road and Bridge Construction": Section 102 of the IDOT "Standard Specifications for Road and Bridge Construction," (the "Standard Specifications"), Adopted January 1, 2022, pertaining to the advertisement, bidding, award, and contract execution shall not apply to this solicitation and contract. Where these General Instructions Regarding the Solicitation of Contracted Services (the "Solicitation Instructions") are inconsistent with any provision of the IDOT Bureau of Local Roads and Streets Special Provision for Bidding Requirements and Conditions for Contract Proposals, these Solicitation Instructions shall control. The City has developed a multi-year full LSLR program. Lead Service Line Replacements are divided into two (2) groups: 1. Private Lead Service Line Replacement: Consists of replacing water services that are lead or galvanized iron pipe only on the customer-owned portion of the service line. 2. Complete Lead Service Line Replacement: Consists of replacing water services that are lead on the City-owned portion of the service line and are lead or galvanized iron pipe on the customer-owned portion of the service line. The 2024 LSLR program consists of a total of 60 lead service line replacements. o Replace approximately 26 Private side lead waterservices, between the existing curb stop in the parkway and the water meter inside of the building and connecting to existing copper on the Public side of the water service o Replace approximately 34 Private side lead waterservices, between the existing curb stop in the parkway and water meter inside of the building. Coordinate with City Water Division, who will follow up by replacing the public side of these complete lead water services. o Potholing of approximately 50 water services on either side of the curb stop to determine service material. Work also includes surface restoration items such as sidewalk, driveways, and sodding, as well as restoration inside the affected buildings.
