The purpose of this Request for Bids is to solicit responses to establish Contract(s) to provide aggregates and sand delivered for stockpile purposes only. State Agencies or CPV Members reserve the right to pick up materials at the Contractors location. This Contract does not include, nor shall it be used, to provide delivery of materials requiring placement and/or spreading which may constitute construction and therefore be subject to prevailing wage. The Contract is to serve as a mechanism for State Agencies and CPV members to obtain materials only as needed. QUESTIONS/CLARIFICATIONS. Any questions and/or clarifications in regard to the solicitation response shall be made in writing to Tou Yang, Buyer, via email at Tou.D.Yang@state.mn.us by February 22, 2024, no later than 4:00 PM CT. If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the RFP, they must immediately notify the Buyer in writing of such error and request modification or clarification of the document. Responders are not to contact anyone within any other State Agency regarding this solicitation. The State is not obligated to answer questions submitted after the questions/clarifications due date and time. Anticipated Contract Term.
The term of this contract is anticipated to be from April 1, 2024, to March 31, 2025, with the option to extend up to an additional 48 months in increments determined by the State. Estimated Amount.
The estimated total dollar value of the contract for one year is $250,000 to $260,000. However, this shall not be construed as either the minimum or maximum amount. It shall also be understood and accepted by the responder that any quantities shown in this solicitation are estimated quantities only and impose no obligation upon the State either minimum or maximum. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The State reserves the right to:
o Reject any and all responses received;
o Waive or modify any informalities, irregularities, or inconsistencies in the responses received;
o Require responders to conduct presentations, demonstrations, or submit samples;
o Award by location or item, including category, by groups of items, or all items (therefore, the responder is encouraged to offer a response for all locations or items); and
o Interview key personnel or references.
