Federal Highway Administration Eastern Federal Lands Highway Division Sources Sought Announcement No. 693C73-24-SS-0004 Reconstruction of Mount Vernon Trail Project VA NP GWMP MVT(4) As of June 26, 2024 a new RFP/RFQ has been issued. Request for qualifications (RFQ) for the George Washington Memorial Parkway Mount Vernon Trail Reconstruction Project, issued by the Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration (FHWA) in cooperation with the George Washington Memorial Parkway (GWMP). The project aims to address deferred maintenance, accommodate changes in use, improve accessibility, functionality, longevity, and safety of the trail along the northern section of the Mount Vernon Trail. The work includes design and construction of approximately 6.5 miles of mainline trail, trail spurs/junctions, asphalt concrete pavement, drainage inlets and culverts, stormwater management features, erosion and sediment control measures, realigned portions of the trail, pedestrian and bicyclist roundabouts, safety improvements at intersections, trail and wayfinding signage, timber trail bridges with timber and steel structural elements, concrete bridge maintenance and minor repairs, retaining walls, trail features such as benches and water fountains, recreational plaza at Gravelly Point, realignment of northbound GWMP near Arlington Memorial Circle, transportation management plan development and implementation, temporary traffic control plans for all users, supplemental survey and mapping, geotechnical subsurface investigation, quality management plan development and implementation. The base contract for design and construction in Arlington County and the City of Alexandria is estimated to cost between $35-45 million. Additionally, an option contract is included for the construction of the Mount Vernon Trail on Columbia Island in Washington D.C. The RFQ outlines specific requirements for various aspects of the project including design work for bridges (including timber bridges), drainage systems, environmental considerations such as erosion control measures and landscaping design in consultation with NPS standards. It also details geotechnical requirements including subsurface investigation and stabilization measures. The document further specifies highway roadway/trail design elements such as trail spurs/junctions at specific locations along with widening of trails to 12-feet edge-of-pavement to edge-of-pavement. Additionally, it includes pavement analysis and design recommendations as well as permit application processes. The RFQ also emphasizes project administration requirements including project management coordination with various agencies/stakeholders, community involvement strategies, public communication plans. Quality control (QC) and quality assurance (QA) procedures are also detailed to ensure compliance with EFLHD design standards.
