Site work and paving for a mixed-use development in Hickory Hills, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
This improvement shall consist of the removal of the existing surface course through cold milling to the depth indicated, hot-mix asphalt patching, placement of 1-1/4" binder to establish a satisfactory pavement cross slope and placement of 1-1/2" HMA surface course, driveway removal and replacement, and concrete curb and gutter removal and replacement, sidewalk removal and replacement, detector loop replacement, pavement marking, restoration, as well as all collateral work as directed by the Engineer. A certified check/bank draft drawn on a solvent bank or a bid bond drawn on a solvent bank, payable without condition to the City of Hickory Hills in an amount not less than ten percent (10%) of the bid shall be submitted with each proposal, as a guarantee that, if the proposal is accepted, a contract will be entered into and the performance of the contract is properly secured. A performance bond in a sum equal to one hundred percent (100%) of the amount of the bid, with sureties to be approved by the Mayor and City Council for the faithful performance of the contract, must be furnished by the successful bidder. All bids or proposals shall contain an offer to furnish bond upon acceptance of such bid or proposal. The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the Mayor and City Council their best interests will be promoted thereby. The Contractor will be required to pay not less than the prevailing wage rates on this project as established by the State of Illinois Department of Labor. He shall also comply with all applicable Federal and local regulations. The Bidder agrees to fulfill the provisions as specified in the Illinois Works Apprenticeship Initiative - State Funded Contracts (BDE) and to provide training opportunities throughout the life of the contract. The bidder shall submit with the Proposal a signed and completed Business Enterprise Program (BEP) Utilization Plan, which lists the firms intended to be used as MBE and WBE, the type of work or service each will perform, and the dollar amount to be allocated to each MBE and WBE. The goal of 30% has been determined with 19% of the grant dollars going to minority owned business enterprises (MBEs) and 11% of the grant dollars going to women owned business enterprises (WBEs). The individual MBE/WBE utilization goals are based on the availability of certified vendors to perform the anticipated direct subcontracting opportunities of the Utilization Plan (UP). Please note: Only subcontractors/suppliers certified through CMS' Business Enterprise Program will count toward meeting the utilization goals for this grant. Prequalifications will be required to be submitted to the Engineer by all potential bidders. If in the opinion of the Engineer and the Mayor and City Council, an applicant would not be able to serve the best interest of the City, a proposal will not be issued to the applicant.
