The Boston Redevelopment Authority, d/b/a Boston Planning & Development Agency (BPDA) Urban Design Department seeks consultant services for the Bostons Framework for Greening While Growing urban design study. The BPDA seeks a consultant who will take measure of the full range of existing open spaces throughout the City, consistent with the Citys OSRP, and develop a spatial and typological framework for the development of new privately owned, public spaces that stitches together our open space networks. Please submit any and all questions by February 14, 2024 to the BPDA Procurement Office at BPDA.CPO@boston.gov and Breeze Outlaw / Urban Design Department at Breeze.outlaw@boston.gov / UrbanDesignDepartment@boston.gov. Vendors will receive copies of all questions and responses by March 1, 2024. Answers to vendors questions will be in the form of an addendum to the RFP. All addenda, including the responses to vendors questions, shall become part of the RFP and all vendors shall be bound by such addenda, whether or not received by the vendors. The BPDA shall not be responsible for, and no respondent may rely upon or use as the basis of a claim against the BPDA, any instruction, information, explanation, clarification, or the like, concerning or relating to the solicitation process rendered in any fashion except as an addendum issued to the RFP. The total budget for the consultant services for Bostons Framework for Greening While Growing: Expanding the Citys Network of Publicly Accessible Spaces is Six Hundred Thousand Dollars ($600,000). The total budget is not to exceed the amount. The Respondent must explain how the budget will address the Scope of Services and project timeline. The BPDA is seeking a qualified consultant team (the "Respondent") to conduct an analysis of existing public and private open space throughout the City of Boston (the "City'). Using data and methods for open space growth set forth by the BPRD Open Space and Recreation Plan 2023-2029 ("OSRP"), the Respondent will layer in the BPDA's growth projections and Boston Design Vision findings, to create a comprehensive spatial and typological framework for the City's open space network. This framework will guide the creation of new Publicly Accessible Open Spaces through the City's development review process. The goal of this work is to create a comprehensive plan for the City's open space network that supports both growth and the creation of high-quality open spaces that are inclusive, equitable, resilient, and accessible. The City acknowledges the inherent challenges to creating such open spaces. Public agencies often lack appropriate funding and operational capacity, while privately owned public spaces can restrict access, uses, and therefore feel unwelcoming.
