Waterline Replacement (Labor Only) on Second Street, From W. Oak Street to Avenue D. This is a request for proposals for waterline replacement (labor only) on Second Street with the following services required: o replacement of old 6'' cast iron water main with 1,400 feet of 8-inch c900. o install twenty-three (23), one-inch services, then reduce at meter to 3/4 -inch o install one (1), one-inch services o install four (4) fire hydrants with valves at the main o kill out old mains o tie new 6'' c900 to old lines o install one (1) wet taps 10''x8'' cast iron pipe o install twelve (12) valves o all services and pipes will need tracer wire o must take Bac-t Samples, and they must all be negative before tying in the water line. o must notify all residents of work to be done o the project contractor must visit the site prior to bidding The City of Palestine Reserves the Right To Reject Any and/or All the Bids/proposals or Parts Thereof. All questions must be submitted in writing by E-mail: pwadmin@palestine-tx.org. - Wednesday, February 14, 2024, at 5:00 p.m., Central Standard Time (CST) 1. Unless otherwise noted, all water mains will be C 900 DR 18. 2. All water mains will be hydrostatic tested at 150 psi for a minimum of 4 hours or 200 psi for 2 hours; the inspector and engineer will determine this. No water will be put into service for any reason until bac- t samples return negative. 3. All water mains will be bedded and covered with no less than 6" clean native soil or sand. All backfill material will be clean soil or sand for the first 12" lift; no rocks or debris will be on the first lift. The road level will be 1' of caliche rock compacted. 4. All ditches in roadways will be compacted, and proctors will be taken to achieve the highest compaction. All ditches, even grassy areas out of paving, will be compacted to keep settling to a minimum. 5. All water mains will have a blue-colored tracer wire, # 14 solid copper strand attached to the top center of the pipe. Tracer wire will be pulled up at all valve locations, and wire will be pulled up on the outside of the base and inside of the screw top to avoid getting tangled up on valve keys. 6. All valve boxes will be adjustable type, with a base attached to prevent the box from shifting off to the side. Bases will fit specific valve sizes. 7. All boxes deeper than 8' will also have concrete poured around the base to keep them from shifting. 8. All valve boxes not in the pavement will have a 24" square pad poured around the box, and all valve boxes will be inspected. 9. All water main fittings from 3" and up will be ductile iron, mechanical joint, or flange. 10. All fittings will be attached with mega lugs and concrete thrust blocks where required. 11. All gate valves will be epoxy coated, mechanical joint or flange, and resilient wedge. 12. All in-line mechanical joint gate valves will be installed with mega lugs; all mega lugs will be installed on full runs of pipe, and no bells will be installed on valve runs. Gate valves will be installed on all direction changes and not more than 1000' runs. 13. All gate valves will be set on a concrete pad for support. 14. All gate valves on tees will be anchored by flanges, swivel tees, anchor couplings, or all thread rods and eye bolts. 15. All fire hydrants will be AVK, all fire hydrants will be painted silver and must have STORZ fitting, and any fire hydrant not belonging to the city will be color-coded to separate from city hydrants. 16. All fire hydrant assemblies will include a swivel tee, gate valve with an adjustable valve box, anchor coupling, and concrete splash pads. Fire hydrants that cannot use anchors will have all thread rods from the gate valve on the main to the fire hydrant attached with an anchor eye bolt. 17. All fire hydrants will be set on the ROW or property line. 18. All fire hydrants will have a minimum of 12" rock around the shoe area for drainage of weep holes. 19. All fire hydrants will be set to the bury line. 20. All fire hydrants will have a splash pad poured from the barrel of F/H at the bury line to the curb or the roadway to keep erosion to a minimum. The splash pad must not interfere with traffic flanges at the breakaway. 21. All city services will be set on the city right of way; it will be the property owner's responsibility from the ROW to the building. This includes fire line meters, check valves, sewer taps, manholes, and all water meters. 22. All taps will be 3/4 ", 1", 2", 4" or larger; any half sizes will be reduced at the water meter, all will be brass with fmip threads, and all 3/4 " to 2" valves will be 360-degree rotation ball valves. Taps 3" or larger will be set in a vault with drains, a split aluminum hatch-style lid with safety locks and ladders as needed, and a bypass meter or tap on bigger meters where service cannot be interrupted. 23. Unless otherwise noted, All water taps from 3/4 " to 2" will require a tapping saddle. Tapping saddles will be epoxy-coated and have double stainless-steel bands. 24. All 3/4 " or 1" taps will have a brass corp stop in the saddle and be cc thread x compression with pack joint nuts. All taps will be on a 45-degree angle with the shut-off facing the side or top. 25. All 3/4 " or 1" service lines will be service tubing. 26. All 2" services will be cl 200 gasket joint pipe, copper, or service tubing. 27. All 2" taps will have a gate valve at the tap, and all 2" gate valves will be epoxy-coated square-head female iron pipe threads with a brass nipple between the valve and saddle. No galvanized fittings will be allowed. 28. All 2" taps will be attached to service with a brass male IP thread x PVC or CTS compression adapter to the curb line. 29. All tap saddles, 4" or larger, will be stainless steel, no exceptions. 30. All 4" or larger gate valves will be attached to the main by a swivel tee or flange. SEWER SPECS 1. Sewer pipe will be SDR 35 from a depth of 0' to 8.' Sewer pipe will be SDR 26 from a depth of 9' to 12.' Deeper than 13' will be determined by the engineer or city. 2. All sewer mains will be bedded with clean native soil or sand and backfill material will be free of rocks or other debris that might interfere with soil compaction, any wet areas that require rock for bedding, bedding material will be 3/4 " to 1 1/2 "wash rock.\ 3. All sewer mains will have a green-colored # 14 solid strand tracer wire attached to the top of the main and will be pulled up at all manholes or end clean outs. Wire will be pulled up on the outside of manhole or clean out and tucked under lid to not interfere with flows. Sewer mains will not be longer than 500' from manhole to manhole or clean out. 4. All changes in elevation will require a drop manhole; all drops will be outside the manhole. 5. All service taps will be tees, no wyes; if wyes are used, a 45-degree bend must be attached as close as possible to keep jet nozzles from running up service lines when running sewer mains. 6. All sewer services over 6' in depth must be sch 40 or SDR 26 PVC pipe. 7. All sewer services will have a one-way clean-out pointed to the main installed at the property line. 8. All sewer service clean-outs will have a cast iron Dallas shorty valve box with the lid marked sewer installed on clean-out. 9. All sewer taps will have a mark etched on the curb, showing the location of the cleanout. 10. All sewer manholes will have a 30" ring and lid; all manholes, where possible, will be raised so water will not flow into the sewer main.
