The City is seeking the services of a qualified vendor to develop education, web content, workshops/classes for the Pasadena community to build knowledge about Hugelkultur and native landscapes, and to facilitate the execution of projects for residents, the City and educational institutes. o For site specific workshops, conduct a site visit and provide recommendations for the location and installation of a Hugel; recommendations for any irrigation retrofits needed, and a list of all materials, plants, supplies, labor needed to successfully execute the Hugel Workshop o Develop the workshop presentation and coordinate logistics (including the plan for securing all materials needed) to execute the workshop with Pasadena Water and Power and the host organization e.g. school, City facility, residential premise. o Execute the onsite workshop which could include one or more of the following: 1) planning the Hugel design/layout, 2) preparing the site e.g. sheet mulching, moving soil, staging logs and material; 3) building the Hugel; 4) planting o Provide guidance on Hugel maintenance and conduct 1 or more follow-ups at the site to document progress. The bidder or proposer, by submitting a bid, expressly acknowledges and agrees that the judgment of the City as to whether or not the bidder or proposer is qualified to perform the project, shall be final, binding and conclusive. The City reserves the right to reject all bids, waive any irregularity in any of the bids, or cancel or delay the project at any time. The City reserves the right to reject any or all bids or proposals and any item or items therein, and to waive any non conformity of proposals with this RFP, whether of a technical or substantive nature, as the interest of the City may require. The City, in consultation with the selection panel, reserves the right to reject any and all proposals. The selection panel will grade and score responsive proposals with the following criteria and weights. If this purchase includes a service, and the contract total is at $25,000 or more, it is then subject to the City of Pasadena's Living Wage Ordinance, Pasadena Municipal Code Chapter 4.11. The ordinance requires that contractors providing labor or services to the City under contracts in excess of $25,000 pay no less than the City's Living Wage to all employees who spend any of their time providing labor or delivering services to the City. The selected contractor will be required to evidence compliance with the Living Wage Ordinance by submitting payroll records as requested by the City. Each record shall include the full name of each employee performing labor or providing services under the contract; job classification; rate of pay and benefit rate. Failure to comply with the provisions of the Pasadena Living Wage Ordinance is grounds for termination of the contract and a basis for penalties as stated in Pasadena Municipal Code.
