The County is soliciting bids for monitoring of fire and/or security alarms at locations across Volusia County. Contractor shall provide 24/7 monitoring services. The County requires monitoring of fire and/or security alarm systems at locations across Volusia County, as described in Exhibit B - Site and Equipment List by Location. The various systems listed on Attachment A - Pricing List are currently being monitored. A. The Contractor shall provide 24/7 (24 hours a day, seven days a week) monitoring of the systems listed on Attachment A - Pricing List and per applicable NFPA 70, 72, 101 codes and per applicable NEC, IEEE or other applicable industry standards, or per the local Authority Having Jurisdiction (AHJ) requirements. B. The Contractor shall provide all automatic phone dialers or other devices necessary to fully interface with existing systems and in order to monitor all features of existing systems without additional cost. C. The County is responsible for providing current and future telephone/data lines, signal quality, and jacks to the emergency panel where automatic phone dialers are located. D. Within twenty-four (24) hours of request, the Contractor shall provide written/electronic reports of specified alarm activity to the County or AHJ, only if requested and at no additional cost. F. The Contractor shall provide daily activity reports via email to CKaminski@volusia.org, ahall@volusia.org, PFielder@volusia.org or as directed by the County Project Manager. The daily activity report shall include, at a minimum, trouble signals, supervisory signals, and alarm activations by location. Reports for all Library Services facilities shall be sent via email to supportservices@volusialibrary.org. G. The Contractor shall provide access to online account via an internet website with the ability to view account activity and view/download reports. Access shall be available to more than one user group (for example Facility Management and Library Services). H. The Contractor shall provide monthly pricing, per site, per system listed in Attachment A - Pricing List. Pricing shall include any required reprogramming of existing systems and system changes to revise or delete pin numbers, via telephone or email request by the County Project Manager. All services are to be included in the monthly pricing provided. Attachment A- Pricing List shall be uploaded in Section 12.14 Vendor Questionnaire. I. The Contractor shall provide UL827 certifications in Section 12.13 Vendor Questionnaire. I. The County reserves the right to add or delete either sites or systems at any time during this agreement. J. The Contractor shall provide pricing for fire and/or security alarm systems monitoring for additional sites and systems added in the future. K. Non-proprietary programming system shall be maintained in all County buildings for the purpose of monitoring security and/or fire alarm systems unless otherwise approved by the County's Project Manager L. The Contractor shall furnish the County with a monthly detailed invoice breaking down charges according to the completed Attachment A - Pricing List. Invoices submitted in a different format shall be returned to the Contractor for corrections prior payment being processed. M. In order for payments to be processed in a timely manner, invoices shall be sent to the ordering department. Upon notice of award the County will provide the billing address and contact for each location, per Exhibit B - Site and Equipment List by Location. N. For Library Services facilities: Invoices shall be sent electronically (email) to supportservices@volusialibrary.org or mailed to the following address: Accounts Payable Library Support Center 1290 Indian Lake Rd Daytona Beach, FL 32124 O. For all other Facilities: Invoices shall be sent electronically (email) to ckaminski@volusia.org, Ahall@volusia.org and pfielder@volusia.org or mailed to the following: Accounts Payable Facility Management 3811 Tiger Bay Rd. Daytona Beach, FL 32124 P. The Facility Management Division shall be the main point of contact for resulting agreement and Library Services Division for all library locations. Award Term: The County is looking to promote partnership relationships within the policies and procedures of public procurement. Pursuant toward that end, the successful Contractor(s) shall be awarded an Agreement for an initial three (3) year term with the option for (2) subsequent one (1) year renewals.. All renewals will be contingent upon mutual written agreement and, when applicable, approval of County Council. The Contractor shall begin service on or about July 1, 2024 for all locations with the exception of Library Services Locations which are noted in Attachment A - Pricing List that shall begin on October 1, 2024. Question Deadline 02/20/2024 at 12:00 PM ET. Questions and exceptions shall be submitted. Thereafter, no further questions or exceptions will be accepted or reviewed by the County and Bidders right to submit questions or exceptions will terminate and any questions or exceptions not previously made shall be deemed waived. Oral representations will not be binding on the County. Each answer issued by the County shall become a material part of this solicitation. Answers posted by the County, and/or changes made to the solicitation shall become a material part of this solicitation. The County reserves the right to award the Agreement to the Bidder(s) that the County deems to offer the lowest/most responsive and responsible Bid(s), as defined in the solicitation. The County is therefore not bound to accept a Bid based only on lowest price. In addition, the County has the sole discretion and reserves the right to cancel this ITB, to reject any/all Bids, to waive any/all informalities and/or irregularities, or to re-advertise with either the identical or revised specifications, if it is deemed to be in the best interest of the County to do so. Nothing prohibits the County from rejecting / rebidding when responses exceed budget and the County must change the solicitation to lower costs. The County also reserves the right to make multiple awards based on experience and qualifications or to award only a portion of the items and/or services specified, if deemed to be in the County's best interest or award only a portion of the solicitation.
