SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY - This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this Notice. This is a SOURCES SOUGHT Notice to determine the capabilities of both small AND large business firms. Small firms interested in performing this work are strongly urged to respond to this Notice. Two or more small firms capable of performing this work will help to guide the acquisition strategy and influence potential set-aside. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB). No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. The estimated cost of construction is between $1,000,000 and $5,000,000. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers Detroit District is seeking firms that have the capability to provide construction services to repair concrete in and around the Poe Lock Stop Log recess and provide steel recess fillers. Stop Log Recess Concrete Repair Design Repair of the upstream and downstream stoplog recesses on the Poe lock are required due to vessel impacts over the years that have caused damage to the recesses. repairs will require fabrication of cofferdams to isolate each of the four (4) recesses to access the damaged areas which include concrete, reinforcing steel, steel corner protection and steel wall armor sections. the sow also includes design of a protective recess filler to be used during navigation season. a. All concrete repair details were developed based on guidance from EM 1110-2-2002, 30 June 1995, Evaluation and Repair of Concrete. Special considerations were given to Chapter 8-1 Lock Wall Rehabilitation. b. To facilitate a more durable and permanent repair, the damaged concrete areas will be removed in rectangular sections using mechanical methods to preserve all existing reinforcing steel. Steel dowels will be used to anchor the repair concrete to existing sound concrete. Concrete repairs on the top of the lock wall will include reinforcing steel to resist freeze thaw damage. c. The existing concrete compressive strength should be made known to the contractor to help facilitate concrete removal. This data can be obtained from completed core sampling and testing from the Concrete Parapet Wall project in summer 2023. d. Existing embedded metals include steel reinforcing bars, steel corner protection plates, and steel wall armor plates. Limited quantities of these items are known to be damaged beyond repair at each stoplog recess and must be replaced in-kind to match existing. All embedded metals not having irreparable damage will remain in place. e. The limits of concrete replacement on top of the lock wall were measured during on-site inspections. Some areas on top of the wall will require removal of existing handrails and re-anchoring of the posts when new concrete is placed. Two recess areas will also require sections of steel corner armor to be replaced at the top of wall. f. The limits of concrete replacement along the corners of each stoplog recess are not well established due to access limitations for hands on inspection. Therefore, exact concrete removal limits will need to be established using a sounding hammer once each recess is dewatered and can be accessed. From past underwater diver and ROV videos, some repair areas have been positively identified, however, exact limits were not determined. Conservative estimates of concrete repair quantities were made for each recess based on available site data including the underwater videos. Stop Log Recess Fillers The recess fillers intend to transfer the load of a vessel traveling through the lock into the lock wall monolith and provide a bearing surface so there is no chance for the vessel to contact the existing stop log recesses. At the east and west approaches, the vessels bear on a singular timber fender before entering the lock. Directly adjacent to the fender is the stop log recess followed by a relatively narrow section of lock wall where the ship will bear continuously. The recess filler was designed to extend the single timber fender to bridge the recess gap before the vessel makes full contact with the lock wall. This decision, opposed by designing a full wall length filler, was chosen as the fillers with just one fender will be small and compact and will save on design effort. Cofferdams Multiple cofferdams must be fabricated to account for the asymmetry of the recesses and magnitude of concrete repair required at each recess. The upstream north and downstream south recesses have rotational symmetry, so it is possible that they may share a cofferdam. The upstream south and downstream north recesses, while also symmetric to each other, will require separate cofferdams as the downstream north recess requires more extensive concrete repair and a larger cofferdam. The contract is expected to be solicited during the second calendar quarter of 2024. The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $45 million. SURVEY: The responses received to this notice shall be in summary format and shall not exceed five (5) pages, including the Sources Sought Information Form. In order for the Government to determine the extent of industry interest and experience in the project, interested contractors shall complete the information attached to this Sources Sought. Respondents will not be contacted regarding their submission or information gathered as a result of the Sources Sought.
