VENDOR QUESTION DEADLINE: Vendors may submit questions relating to this Solicitation to WVSOM as directed below. Questions must be submitted in writing. A written response will be published in a Solicitation addendum if a response is possible and appropriate. Non-written discussions, conversations, or questions and answers regarding this Solicitation are preliminary in nature and are nonbinding. Submit Questions to: Shelly Lutz, Director of Contracts 400 Lee Street North Lewisburg, WV 24901 Email: WVSOMBids@osteo.wvsom.edu SCOPE OF SERVICES: WVSOM anticipates hiring one firm for multiple projects and is interested in obtaining delivery of the professional services in the most efficient, and cost-effective manner possible. Some projects may not require full architectural and engineering services. The Open-End agreement duration will be negotiated and may be extended to compete projects. SMALL, WOMEN-OWNED, OR MINORITY-OWNED BUSINESSES: For any solicitations publicly advertised for bid, in accordance with West Virginia Code 5A-3-37(a)(7) and W. Va. CSR 148-22-9, any non-resident vendor certified as a small, women-owned, or minority-owned business under W. Va. CSR 148-22-9 shall be provided the same preference made available to any resident vendor. Any non-resident small, women-owned, or minority-owned business must identify itself as such in writing, must submit that writing to the Purchasing Division with its bid, and must be properly certified under W. Va. CSR 148-22-9 prior to contract award to receive the preferences made available to resident vendors. Preference for a nonresident small, women-owned, or minority-owned business shall be applied in accordance with W. Va. CSR 148-22-9. SCOPE OF SERVICES WVSOM anticipates hiring at least one firm for this service. The projects have been identified primarily as a result of the completion of the 2021 WVSOM Master Plan (Plan). The Plan identified numerous Deferred Maintenance areas across the campus which require remediation. The selected firm will work extensively with the Vice President for Finance and Facilities and Chief Financial Officer, the Assistant Vice President for Facilities and Capital Services and the Assistant Director of Facilities on all aspects of the architectural and engineering services programming. WVSOM leadership has identified the priority project list, however anticipated price, safety impact, duration of projects and other factors will all be taken into consideration with respect to how the projects will be delivered. WVSOM will also require the selected firm to have proven experience at In-House preliminary estimation, which will provide the institution with early cost indicators prior to the actual bid documents being put out for proposals. WVSOM may add, delete, and modify projects as the need arises. Some projects may not require full architectural and engineering services. The Open-End Agreement will be in effect for three years and may be extended to complete projects. The projects will be funded from various sources and some funding sources may have strict time limits for spending the funds. Projects with spending time limits must be completed on schedule. Bid documents produced by the selected firm will often need to be coordinated with class, semester, and building occupancy schedules.
