Runway 7 Obstruction Removal and Fencing Improvements Project Scope of Work It is the desire of Greene County to address the need to fence in three recently acquired tracts of land adjacent to the Runway 7 end of the airfield which includes demolition of two structures on the old Hatsis property, removal of damaged existing chain link fence, and installation of new fencing around the airport boundary. Also included in the project is the removal of all obstructions within the Runway 7 primary surface located on the newly acquired parcels. Bid Withdrawal No bid may be withdrawn after closing time for the receipt of proposals for a period of One Hundred and Twenty (120) days. A Notice-of-Award for the Contract will be issued once a successful bidder has been determined and funding has been secured. Availability of Bid Documents Bidding and Contract Documents will be ready for distribution to contractors on Wednesday, January 31st. Project Funding Requirements This project is funded under the provision of the Airport and Airway Safety and Capacity Act of 1987. Certain mandatory Federal requirements apply to this solicitation and will be made a part of any contract awarded. The DBE participation goal is 7.7% Government wide Debarment and Suspension and Government wide Requirements for Drug-free Workplace (DOT Regulation 49 CFR Part 29) Buy American Preferences (Title 49 United States Code, Chapter 501) Foreign Trade Restriction: Denial of Public Works Contracts to Suppliers for Goods and Services of Countries that Deny Contracts to Suppliers of Goods and Services of Countries that Deny Procurement Market Access to U.S. Contractors (DOT Regulation 49 CFR Part 30) Goals for Minority and Female Participation (41 CFR Part 60-4.2) Certification of Non-segregated Facilities (41 CFR Part 60-1.8) Debarment, Suspension, Ineligibility and Voluntary Exclusion (49 CFR Part 29) Bid guarantee of 5% (49 CFR Part 18.36(h)(1)) Performance Bond of 100% (49 CFR Part 18.36(h)(2)) Payment Bond of 100% (49 CFR Part 18.36(h)(3)) Greene County, Georgia reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interests.
