Site work and paving for a mixed-use development in Roselle, New Jersey. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Project consists of one (1) Base Bid for improvements to Home Terrace Park in the Borough of Roselle. This project includes site preparation for the installation of playground safety surfaces, playgrounds and shelter structure, construction of concrete curbs and walking surfaces, and full depth pavement repairs. Work shall also include grading and drainage improvements, water and electrical utility upgrades and installation of utilities to proposed site amenities, installation of decorative lighting, landscape improvements, benches, tables, trash receptacles, decorative black aluminum fence and gates, decorative vinyl fence, and other improvements depicted on the Construction Plans. The playground safety surfaces, playground equipment, and shelter structure will be purchased by the Borough directly and installed under separate contract. All work on this contract must be completed within sixty (60) calendar days from issuance of a Notice to Proceed. Contract documents and drawings for the proposed work (the "Contract Documents", which have been prepared by Kevin E. Boyer, P.E., C.M.E., of the firm Colliers Engineering & Design Inc. (DBA Maser Consulting), are available electronically or via delivery by common carrier by making a request to mary.tappen@collierseng.com and will be on file at the below date in the Borough of Roselle, Municipal Building, 210 Chestnut Street, Roselle, NJ 07203. Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS. Proposals must be made on the standard proposal forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Borough of Roselle, and must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of Borough of Roselle for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. A. This specification and accompanying drawings are intended to illustrate the nature of work to be performed in a diagrammatic manner. All labor, material, and equipment necessary for a complete electrical installation shall be included by the Contractor in the submission of his bid. B. Appliances, materials or equipment obviously a part of the system necessary for its satisfactory operation, although not specifically mentioned herein nor indicated on the drawings shall be provided by this Contractor without extra cost to the Owner. C. Material and equipment mentioned and described in this specification shall be supplied complete in all details.Contractors bidding on this project shall insure themselves that the quotations that they use for equipment have been quoted in accordance with the specifications and the drawings. Errors by manufacturer’s representatives shall not relieve the Contractor, to provide the proper equipment of the obligation. D. Without intending to limit or restrict the volume of work provided by this section of the contract documents, the work is to generally comprise of the following. a. Installation of new light fixtures as shown on contract drawings. 2. Furnish and install all wire, conduit, light fixtures, panel and all necessary material and equipment for a complete and operating system. A. The types of electrical identification specified in this Section include, but are not limited to, the following: 1. Wiring numbering 2. Operational instructions and warnings SP-31 of SP-37 3. Danger signs 4. Equipment/system identification signs. Work includes and is the result of performing or providing all labor, services, and documentation necessary to produce such construction; furnishing, installing, and incorporating all materials and equipment into such construction; and may include related services such as testing, start-up, and commissioning, all as required by the Contract Documents. A. Under this Section, the CONTRACTOR shall furnish and install all conduits and conduit fittings to complete the installation of all electrically operated equipment, as shown, specified, or required. B. All exposed conduits shall be P.V.C. except as otherwise shown. Concrete encased or conduits shall be rigid galvanized steel. Direct burial conduits shall be P.V.C. C. All conduit connections to motors, transformers, solenoids, equipment with vibration/movement considerations shall be made with flexible watertight conduit. In the e-mail message, the contractor shall indicate if they request an electronic copy (PDF format) or paper copy. Electronic copies will be provided via e-mail at no charge. Paper copies will be provided after a non-refundable charge of $150.00 payable to Colliers Engineering & Design Inc.
