Site work for a mixed-use development in Le Mars, Iowa. Completed plans call for site work for a transportation facility; and water / sewer project.

Questions to be provided on or before Tuesday March 5, 2024 Proposals will be acted upon by the Le Mars City Council at such later time and place as may be fixed. Work to be Performed: Develop SWPPP install and maintain erosion control facilities. Clearing and grubbing the site. Fertilizing, seeding and mulching all disturbed and or excavated surfaces not covered with aggregate. Grading, excavating materials to embankment and disposal, subgrade preparation and placement of base aggregate. Remove an existing sewer manhole and several drainage pipes and a portion of a concrete slab. Remove and replace fencing. Excavate the existing sewer line, cap the line with flowable fill and backfill the line. Furnish and place drainage pipes. Extend a smooth steel pipe and place a concrete collar around the joint. Furnish and place a new sewer manhole. Remove track to place turnouts. Shift existing and construct new track. All proposals shall be made on the Bid Forms included in the Bid package identified as Section 120. All proposals shall be plainly legible, sealed and addressed to the City of Le Mars, Attn: Jason Vacura, 40 Central Avenue SE, Le Mars, Iowa 51031 and to Design Nine, Inc., Attn: Glenn Hay, 11166 Tesson Ferry Road, Suite 100 St. Louis, MO 63123 or electronically to gthay@design9.com. Failure to submit Section 120 fully completed may result in the bid being deemed unresponsive and rejected. A certified check or bid bond of a reputable bonding company authorized to do business in the state of Iowa in an amount not less than ten (10) percent of the total amount of the bids shall be included in a separate sealed envelope, plainly marked "bid bond". The bond will be forfeited if the successful bidder fails to execute a contract with the City. The checks or bid bonds of the lowest two or more bidders may be held for up to seven (7) days after the effective date of the agreement or sixty-one (61) days after the bid opening, were upon Bid security furnished by such bidders will be returned. Other checks or bid bonds will be returned following tabulation of the bids has been completed. The successful bidder must execute performance and payment bonds, each in an amount equal to one hundred (100) percent of the contract amount to ensure a timely, efficient and complete performance. The bonds shall be issued from a reputable bonding company authorized to do business in the State of Iowa. Liquidated damages will be assessed the contractor in the amount of one thousand (1,000) dollars per calendar day that the work remains uncompleted after the end of the contract period with due allowances for extensions due to conditions beyond the control of the contractor. No submitted bids may be withdrawn for a period of thirty (30) days from the scheduled closing time for the receipt of bids. Contractor will be paid monthly in an amount equal to ninety-five (95) percent of the Work completed during the previous month according to the Engineer's estimate. The final payment will be made not less than thirty (30) days after completion of the Work and acceptance by the City of Le Mars. No final payment will be due until the Contractor has certified that he materials, labor and services have been paid for in accordance with the contract documents. The right to accept or reject any or all bids and to waive informalities is reserved. Questions to be provided on or before Tuesday March 5, 2024. Award to be made on Tuesday March 19, 2024. All work to be completed on or before Friday October 18, 2024. Award of the contract will be made to the lowest responsive, responsible bidder.
