Site work and paving for a mixed-use development in Bedford Hills, New York. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The scope of work for this project includes a series of project deliverables for which the Respondent is required to complete. The Respondent should also use the following project milestones to complete the 'Project Timeline' as described in Section 4, Submission Requirement. A. Project Kick Off Meeting Preparean agenda and attend the meeting, including providing meeting summary notes. B. Project Meetings Attend project meetings, either in-person or via Zoom as requested by the Town. Approximately six (6) working project meetings is anticipated excluding the two meetings described in subsection 'G' below. Prepare and deliver meeting summaries. C. Site Visit Conduct a minimum of one (1) site visit with key Town personnel to better understandexisting conditions and future improvement opportunities within the Project Area and adjacent areas. D. Draft Design & Engineering Planset Develop a draft design planand engineering drawing setthat includes abase design for all proposed Trailway and intersection improvements and up to three (3) alternative designs. The selection of the alternative designs will be determined as the project progresses. Develop a realistic cost estimate and detailed budget to accompany the base design and alternative design(s). The draft design and engineering drawing set will eventually be refined into a final design and engineering set and further revised to become a full construction bid package set.This draft set should also include appropriate Trailway and roadway signage as well as one (1) interpretive sign. The Town will apply for state grant funding in the summer of 2024. The selected Respondent will be expected to have completed, at minimum,60%-confidence level drawings with accompanying project budget. E. Final Design & Engineering Planset with Construction Bid Documents Develop the final design & engineering planset with complete construction bid documents. The final design plan and construction bid document set will include the finalized engineering drawings for the base design and up to three (3) alternative designs along with accompanying constructionbudget sheets. All specification sheets must be provided to complement all project components, including signage, so that the result is a complete bid set. This final set should also include appropriate Trailway and roadway signage as well as the one (1) interpretive sign. F. CostEstimate& Detailed Budget Developadraftandfinalconstructioncostestimatesandadetailed budget complementary to Items 'C' and 'D' described inthissection.Theconstruction estimate(s) and finalconstruction budget include the selected base design andup to three of the selected alternative improvements. G. PublicPresentations Attendup to two (2) publicmeetingswiththeTown Board. It is anticipated that thedraftplan and final plan will bepresented.Developa slide deckforeach meeting as needed. H. Permits Apply for andobtain any permits,to the extent practical,fromoutsideagencies, including but not limited toWestchester County and the NYS Dept. of Transportation, for the selected improvements. I. Signage Includespecificationsfor all necessarysignageforTrailway safety, including any new roadway signage and/or striping that should be installed.All signage must in accordance with best management practices as applicable to the project. The selected Respondent is expected to conduct all necessary background research to successful execute this project. Respondents shouldnote that there areno existingmaster plans or design guidelines for thisproject.The Town will provide the selected Respondent with introductions to outside agencies, where needed. Aspartof thegrantaward, one (1) interpretivesignage will bedesignedand developed that speaks to the ProjectArea'shistory, culture, or other uniquequalities.TheTown will provide the text, but theselectedRespondentwill provide the layout and specificationsheet along with costestimate. J. Printing& OtherMiscellaneous Expenditure The Respondent should include budget line items for printing and all other miscellaneous expenditures. Travel time, mileage and gas should be factoredinto the per Task budget calculation andnotasa standalone itemincluded in this section. TheTownofBedford ("Town")seeksa qualified professionaltransportation engineering firmto develop a bicycle and pedestrian safety design plan and related construction documents as described herein. Please provide three (3) hard copies and one (1) digital copy of your sealed proposal on a USB flash drivein Microsoft Word or PDF format. Please clearly mark your proposal as "RFP Response-Town of Bedford: Route 117 Multi-Use Trailway Bicycle & Pedestrian Safety Design Plan." Proposalsmust becomplete uponsubmissioninorder to beconsidered.Missingitems may disqualify youfrom consideration.
