Elsinore Valley Municipal Water District (EVMWD) is a publicly-owned water and sewer service agency with approximately 46,000 water services and 36,600 sewer service connections, serving a population of approximately 157,000. EVMWD operates a diverse potable water distribution system that involves groundwater wells, in addition to surface and imported water supplies. In total, the District operates 13 groundwater wells with the pumping capacity of approximately 17,900 acre-feet per year. Water produced from some of the groundwater wells may exceed the notification, response, or Maximum Contaminant Levels (MCLs) for certain constituents and must be treated and/or blended with water from other sources to meet drinking water standards. The Back Basin Groundwater Treatment Plant (BBGWTP) and Corydon Blend are two facilities that the District utilizes to treat water that exceed MCLs and or established notification/response levels for arsenic, vanadium, and PFAS in compliance with regulatory requirements. The BBGWTP treats water produced from Cereal 3 Well and Cereal 4 Well. The treated water from BBGWTP is currently routed directly into the distribution system. The Corydon Blend was sized to handle water from four (4) wells (Summerly, Diamond, Cereal 1, and Corydon Wells) with the intent of blending higher quality water to comply with regulatory requirements before entering the distribution system. Due to continuing changes in water quality regulations, the District needs to increase the volume of water that can be delivered through the Corydon Blend. Under the current system operations, Cereal 1 and Corydon Wells are dependent on the operation of Summerly and Diamond Wells. If Summerly and Diamond Wells are offline, Cereal 1 and Corydon Wells are stranded assets and cannot be operated. To resolve this problem, the Upsize Blending Line at Diamond Project (Project) proposes to upsize 3,030 LF of 12-inch PVC blending pipeline with 20-inch DIP and CML&C pipeline and associated appurtenances located between Summerly Well and Diamond Well along Diamond Drive. Once the line is upsized, staff can divert BBGWTP water through the Corydon Blend to improve operational flexibility and reliability. Bid Bond 10.00% Payment Bond 100.00% Performance Bond 100.00% EVMWD intends to initiate this project on June 2024, anticipating completion on March 31, 2025. Consultant will remain on contract through the one year warranty period.
