The Maryland Environmental Service is soliciting competitive sealed bids from qualified Contractors to provide labor, materials, and equipment necessary to provide on-call and as-requested maintenance, repairs and construction of new drainage structures or components at various locations within the "project location" specified in this solicitation in various counties in Districts 4 & 7. MBE Participation (%) 14.00 Bidders having questions and inquiries regarding either the technical or the procurement sections of the bid documents shall be sent though MES Procurement Portal. Failure to follow these instructions may result in a delayed response to bidder inquiries. The deadline for questions to be received by the Procurement Office is February 20, 2024, by 1:00 PM. Location- The work shall be performed within the Maryland Department of Transportation, State Highway Administration (MDOT SHA) Metropolitan Districts which are MDOT SHA Districts 3 (Prince George's & Montgomery Counties), District 4 (Baltimore & Harford Counties), District 5 (Anne Arundel, Calvert, Charles, and St. Mary's Counties), and District 7 (Carroll, Frederick and Howard Counites). The Primary Project assignments under this IFB will focus on SHA Districts 4 and 7 and northern Anne Arundel County, but it is possible that assignments could be provided throughout the Metropolitan Districts. If a project location is provided outside of this primary area, then consideration for travel time and overnight stay may be made. SCOPE OF WORK A. All work on this project shall conform to the Maryland Department of Transportation (MDOT), State Highway Administration's (SHA) Specifications entitled, "Standard Specifications for Construction and Materials" dated July 1, 2023, revisions thereof, or additions thereto, and the Special Provisions included in this Invitation for Bids, unless otherwise specified in a work order. B. The work to be completed under this Contract consists of providing labor, materials and equipment necessary to provide on-call and as-requested maintenance, repairs and construction of new drainage structures or components at various locations within the "project location" specified above. The MES project manager will schedule the locations and types of repairs after the award of the contract. The work shall be performed as directed by the MES Project manager and may or may not be on a continual basis. C. It is understood under this contract that work will most often be performed on a high-priority and emergency basis rather than as routine work. When emergency situations arise, it could be required to mobilize adequate crew and equipment and address the emergency within 12- hours of notification, treating the work as a sole priority until it is completed. D. The project assignments under this Contract include performing work within the State rightsof-way, easements, and/or where authorized under temporary right-of-entry agreements. E. This work includes but is not limited to the following: 1. Clearing, grading and structural repairs to stormwater management facilities, drainage pipes, outfall structures, embankments of roadways and ponds and streams. 2. Installation, repair and cleaning of manholes, junction boxes, inlets, storm drain pipes, end walls, end sections, inlets, riser structures, underdrain, sub-drain, dams and other miscellaneous drainage structures and masonry. 3. Removal and disposal of damaged and broken pipes, drainage structures, paved ditches and other miscellaneous masonry. 4. Grading, repair, and stabilization of eroded embankments, slopes, ditches, and swales. 5. Installation and maintenance of sediment and erosion control devices, such as riprap, soil stabilization matting, silt fence, stabilized construction entrances, and other similar controls, including maintenance of flow diversions, dewatering and pumping. 6. Construction of riprap aprons, check dams, and other energy dissipators. 7. Install Various Types of Pipe Liners 8. Repair Concrete, Block or Riprap Slope Protection 9. Establish Vegetation/Landscaping 10. Repair Curb and Gutter and Jersey Barrier 11. Flushing/Vacuuming of Pipes/Culverts 12. Video Inspection of Pipes/Culverts 13. Paving operations incidental to pipe installations for hot mix asphalt, concrete and sidewalk patching, including construction of concrete curb and gutter, hot mix asphalt curbs and mountable berms. 14. Providing cast-in-place and precast reinforced concrete drainage structures. 15. Dredging stormwater management facilities, media replacement, and monitoring well/cleanout installations. 16. Clearing, grubbing, and removal of trees, brush, trash, sediment and other detritus. 17. Fence installation, repair, and removal and disposal of damaged or broken existing fencing. 18. Construction of access roads. 19. Maintenance of traffic operations, including removal and resetting of existing concrete or metal traffic barrier. 20. Respond to and Assist in the Clean-Up Operations Following Natural Disasters
