Site work and paving for a mixed-use development in Oregon City, Oregon. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project must be substantially complete 120 calendar days after issuance of Notice to Proceed. Estimated construction cost is between $1,200,000 and $1,500,000. Question Deadline 03/06/2024 Bidder questions may be sent to the Owner's Representative, Dewayne Kliewer at dkliewer.nps@gmail.com, but it will be bidder's sole responsibility to affirm the email has been received. Interpretations or clarifications considered necessary by Owner in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered The project consists of the following major items of construction: 1. Basic Bid a. Installation of approximately 2,600 linear feet of 12-inch, 82 linear feet of 8-inch and 56- feet of 6-inch new water line, along with related valves, fittings, a 12x12x12 hot-tap and related appurtenances. b. Installation of new fire hydrants, air release valve, blow-off ,new water service connections, service reconnections and related appurtenances. c. Tie-in connections to existing water line laterals and related appurtenances. d. Removal and/or abandoning existing water lines, water services, hydrants, valves and related appurtenances. e. A 100+-foot Horizontal Directional Drilling installation for a 14-inch HDPE water line and related appurtenances. f. Other related work includes demolition, traffic control, removal and replacement of AC pavement, grind and inlay of AC pavement, concrete sidewalks, driveways, curbs, gutters, curb paint, pavement striping, fences, aggregate base, mailboxes and landscaping. Bids will be received for a single prime Contract. Bids shall be on a unit price with alternates basis as indicated in the Bid Form. No Bid will be considered unless fully completed in the manner provided in the Instructions to Bidders and accompanied by a Bid Security executed in favor of the Owner in the amount of not less than ten (10) percent of the total amount of the Bid. Per ORS 279C.385 (2), Bid Security is to be forfeited as fixed and liquidated damages should the Bidder neglect or refuse to enter into a Contract and provide suitable insurance certificates, bonds, and other required documents for the faithful performance of the work in the event the Bidder is awarded the Contract. It is also the Bidders responsibility to register their contact information with Ronda Lee. Bidders are solely responsible for checking and obtaining any bidding Addenda from the document website listed above. Bidders also agree that additional bidding information may be delivered via facsimile or e-mail transmission. All Bidders must be "equal opportunity employers" and comply with the appropriate provisions of state and federal law. In addition, all Bidders are required to comply with ORS 656.017 regarding workers' compensation. Bidder, Contractor, and subcontractors are required to be licensed by the Oregon Construction Contractors Board. Bidders must prequalify with Owner as specified in the Instructions to Bidders, at least five (5) days prior to Bid opening. The Contractor and every subcontractor on the project shall pay at least the state prevailing rate of wage as determined under ORS 279C.815. ORS 279C.800 to 279C.870 will be administered and enforced in a manner that is consistent with state law and regulations adopted or guidelines issued in accordance with related acts. This project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement. The Owner reserves the right to reject any or all Bids, to waive all informalities, and to accept such Bids that in the opinion of the Owner are in the best interest of the Owner. No Bidder may withdraw or modify this Bid after the time set for the receipt of Bids, and thereafter until the lapse of 70 days from the Bid opening. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
