All Bids must be accompanied by a scan of a bid bond, cashiers check, certified check, or postal money order in an amount not less than five percent (5%) of the total amount of the Bid. The service includes but is not limited to supplying all the sludge hauling equipment, materials and vehicle, hauling, loading and unloading of the trailer and chassis, and disposal of sludge in the landfill. All Bids shall be based upon compliance with the Project Manual (including, without limitation, the Contract Plans and Specifications). The estimated cost range for this project is $1,700,000 to $2,400,000 for the 3-year contact term. OBTAINING BID DOCUMENTS: The Project Manual for this Project (including the Contract Plans, Specifications and all other Contract Documents) may be examined at the Lynnwood City Hall. All questions regarding this Project shall be inserted to the Question and Answer section of the citys procurement portal. The dry run will be the sole opportunity for the Contractor to demonstrate the ability to successfully navigate the facility and shall be conducted with the actual truck, trailer, container, and associated equipment that the Contractor proposes to use for the Project. Please contact Ehsan Shirkhani, the Project Manager, at eshirkhani@lynnwoodwa.gov to schedule. The WWTP is a closed facility and unscheduled visits are not permitted. The pre-bid walk-through and dry run shall be completed at minimum 24-hours before bids are opened. Bidders that have not completed both the walk-through and dry run will be considered non-responsive. The City of Lynnwood expressly reserves the right to reject any or all Bids, to waive irregularities, and to award the Project to the lowest responsive, responsible Bidder. Bidder Proposals shall remain valid for forty-five (45) days after the actual date of Bid Opening. The City of Lynnwood in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. DESCRIPTION OF WORK: The Contractor will provide service to transport sludge generated at the Lynnwood WWTP and dispose of it in an approved landfill so that onsite sludge storage will not interrupt the normal plant operation. The service includes but is not limited to supplying all the sludge hauling equipment, materials and vehicle, hauling, loading and unloading of the trailer and chassis, and disposal of sludge in the landfill. All Bids shall be based upon compliance with the Project Manual (including, without limitation, the Contract Plans and Specifications)
