Interested and qualified Bidders may submit sealed bids in accordance with the requirements provided in the Bid Document, to the St. Johns County Purchasing Division located at 500 San Sebastian View, St. Augustine, FL 32084. This is a turn-key project for the replacement of Chiller #1 at the St. Johns County Criminal Justice Complex (Jail) located at 3955 Lewis Speedway, St. Augustine, FL 32084. 1. The General Conditions shall be carefully examined by the Contractor before proposals of any work is submitted. 2. Nothing contained herein shall be so construed to relieve the Contractor from doing his work according to the true intent and meaning of these specifications. The Contractor will be held to provide and install all materials and equipment and shall furnish all labor, tools, and equipment necessary for the complete, prompt, and satisfactory execution of the work. The Contractor shall bear all expenses incidental to the satisfactory completion of the work contained in these specifications. The Contractor is also responsible for the proper coordination of his work with all other trades. 3. The County must be provided and approve all equipment submittals before equipment purchases are made. 4. New chiller must fit in general location of existing chiller. If additional concrete, piping or equipment needs to be relocated due to new chiller, all costed associated with the additional work shall be included in Contractor's Bid Submittal. 5. New chiller must contain all accessories and/or abilities of the existing chiller. 6. Chiller #2 MUST be operational at all times providing climate control to building. 7. Project start date is no earlier than November 1st 2024 and no later than April 1st 2025. 8. Pictures and submittals of existing chiller have been provided for review as Exhibit B. SCOPE OF WORK: A. Contractor shall perform work and provide material and equipment as specified and/or indicated in specifications. B. Contractor shall completely coordinate the work of all other applicable trades and provide a complete and fully functional installation. C. Specifications form complementary requirements; provide work specified and not shown, and work shown and not specified as though explicitly required by both. Although work is not specifically shown or specified, provide supplementary or miscellaneous items, appurtenances, devices, and materials obviously necessary for a sound, secure and complete installation. D. It is the intent that these Specifications are to establish minimum requirements for methods, products, and equipment and to provide distribution and systems finished, tested and ready for operation. Incidental details not usually shown or specified, but necessary for proper installation and operation shall be included in the work and the Contractor's estimate, the same as if specified and/or encountered. E. Prior to installation, Contractor shall determine the exact route and location of each raceway and piece of equipment to minimize conflicts with other trades. F. Contractor shall obtain permits and licenses, pay fees and back-charges, and obtain necessary approvals from authorities that have jurisdiction as required to perform work in accordance with all legal requirements. QUESTIONS Any and all questions related to this project shall be directed, in writing, to the Designated Point of Contact. Questions are due no later than Four o'clock (4:00PM) EST on Wednesday, February 28, 2024, so that any necessary addenda may be issued in a timely manner. Any questions received after the deadline will not be answered unless previously approved by the SJC Purchasing Director or other designated County Representative. Each submitted Bid must be accompanied by a Bid Security, submitted on the Bid Bond Form provided herein, or in the form of a certified or cashier's check, in the amount of five percent (5%) of the Total Lump Sum Bid Price submitted on the Official County Bid Form, pledging that the Bidder will enter into a contract with the County on the terms stated in the IFB and will, if required, furnish bonds as described hereunder covering the faithful performance of the Contract and the payment of all obligations arising thereunder. Should the Bidder refuse to enter into such Contract or fail to furnish such bonds to the County, if required, the amount of the Bid Security shall be forfeited, not as penalty, but as liquidated damages.
