A building envelope study conducted last summer and into the fall by Silver Petrucelli & Associates of Hamden, has found the five schools studied, though generally in good condition, need nearly $12 million in work over the next five years. "Does it change our numbers a lot" board Chair Lee Goldstein asked. Supper 2 DT "It may," nodded Elio Longo, the district's chief financial officer, or "the timing of them." The district's five-year capital improvement plan, generally a flexible target, is fine-tuned annually. Since last year, it has been presented to town officials in October, ahead of the annual budget season, so that projects can be put out to bid and started during the summer when classes are not in session. The Petrucelli study of building exteriors and mechanical systems did not include Coleytown Middle School, which was recently renovated, or Coleytown Elementary, which is being evaluated for possible renovation or replacement. Also not included was Long Lots Elementary, the subject of evolving plans to be replaced with a price tag estimated to be as high as $100 million. Using building walk-throughs, thermal imaging, staff interviews and drone and infrared cameras, the assessments looked at five other schools' roofs, windows, facades and sealants. None of the issues, board member Kevin Christie pointed out, are serious safety or health concerns. Priority No. 1 items should be addressed next year, according to Longo. Priority No. 2 projects would be scheduled within one to three years, Priority No. 3 within five years and Priority No. 4 within 10 years. Of the $12 million total price tag, about $210,000 in projects were deemed top priorities. It was also noted that although Staples and Saugatuck had major roof work done in the past year, sections of the roofs were not addressed because each had areas of functional use. As such, work on those unaddressed areas is on the list, Longo said. ________________________________________________________________________ Long Lots Elementary School (LLS) is located at 13 Hyde Lane in Westport. Over the past year a Feasibility Study was completed to determine the best long-term option for the Town of Westport in order to move forward into Design and Construction. The Town will only accept questions in writing, via email, regarding this RFQ until February 14, 2024 . Town replies to questions will be made by February 16, 2024. John Broadbin Public Works Deputy Director Town of Westport jbroadbin@westportct.gov Prior to the Feasibility Study, the Board of Education commissioned a preliminary study of the issues in the Spring of 2022, and the Town of Westport commissioned a review of the existing building envelope, structure, and MEP systems which was completed in February 2023. In April of 2023, an Architect and Construction Manager were retained to prepare a Feasibility Study. The Feasibility Study looked at three options: 1) Renovating the existing school as New, 2) Renovating the existing school as New with Additions, and 3) building a New School. The New School option was further evaluated for different locations on the site. Cost estimates and Phasing were included for each option in the Study. In October 2023, the First Selectwoman approved the recommendation of the Long Lots Building Commitee to construct a New School on Terrace 3 of the property, identified as Concept C (as amended) in the Feasibility Study. The Town is soliciting qualification statements from Construction Management (CM) firms. Following the Design Phase and construction funding approval by the Town, the project will then move into construction. Respondents should demonstrate that they possess the expertise and experience to manage implementation of construction of a new facility as designed and specified by the Town's selected Architecture and Engineering (A/E) team, consultants, and Board of Education (BOE) Educational Specifications. In addition, respondents should demonstrate their expertise with construction on a site with an adjacent operating school. The Town's project framework and ultimate expectations are more clearly detailed below. In this Phase, Phase II of the project, the Town will utilize an A/E team to prepare final design documents for the New School project and a CM firm to collaborate with the A/E team, Town, and Building Commitee throughout the process to provide scheduling, phasing, price, and value engineering. Final Design documents are expected to be completed and ready for bidding by November 1, 2024. The Town is seeking a CM firm to provide Phase II services including: Site visits to review and become familiar with existing facility and site. Accumulation and review of information from the available existing drawings and reports. In this Phase, Phase II of the project, the Town will o Review, become familiar with and provide feedback related to the Board of Education's developed Educational Specifications as it relates to the construction, phasing, final design product and state reimbursement. During the Design Phase, the CM will work with the A/E team to provide an initial cost estimate at Schematic Design Phase, with estimate updates at Design Development and Construction Documents Phases for review by LLSBC, Town and OSCG&R. Assist Town with all necessary filings required by the Office of School Construction Grants & Reimbursement (OSCG&R) which falls under the Department of Administrative Services (DAS) for approvals and reimbursement. This includes preparation and updates of UNIFORMAT II Estimate and completion and updates of the Ineligible Cost Worksheet. Additionally, assist the Town and committee with all filings related to federal or utility grants, rebates or incentives. File project with all local authorities having jurisdiction no later than November 1, 2024. Manage implementation of all construction measures for completion of the new building no later than August 1, 2026. This includes but is not limited to: permitting, bidding, awarding, and managing construction contracts as needed for completion of the new building construction. Additionally, assisting and providing all information and documentation necessary to accommodate third party commissioning. Provide regular updates to the Town on a schedule to be mutually agreed upon including project issues, RFI and shop drawing logs, long lead items, and any potential issues which may affect the schedule. Provide and manage weekly meetings, provide meeting minutes, manage Construction Management software with Town team access to manage RFIs, shop drawings, task assignment status and follow up. Affirm overall project schedule each week for Town Communication and assist with necessary information necessary to update the appropriate Town bodies. Manage testing and commissioning of building components with completion no later than August 15, 2026. A Certificate of Occupancy for the building shall be obtained no later than August 15, 2026, for occupancy by the school. Complete the remaining demolition and site work and full project completion no later than May 15, 2027. Provide As-Builts, all installed item and building systems manuals, and record drawings of the completed work. In coordination with the Town's Owner Representative and the BOE, complete and submit all relevant and required change orders, estimates, and drawings necessary for submission to the Department of OSCG&R. Complete work in accordance with the Educational Specifications provided by the Town/BOE. Assist the Town in phasing of the construction while maintaining access to the existing school for students and staff and maintaining the existing school infrastructure for the duration of the project. Access and safety of the students and staff attending the exiting school must be of the utmost importance during construction. Demolition of the existing LLS and completion of Site Work will continue once the existing Long Lots School has moved into the new building. The selected Firm will be expected to work under the direction of a Town designated Project Manager as well as the Town appointed Building Commitee and Owners Representative. The relevant reports and analyses referenced above that have been conducted to date are listed in Appendix A. The referenced reports and analyses are for information purposes only and are not to be relied upon by the selected team to draw their design conclusions. The selected team must complete their own independent evaluation of the building and building systems.
