Construction of Boone County Sheriff's Office-Regional Training Center Project located at the Boone County Government Emergency Services Campus on County Drive in Columbia, MO 65201 Scope of Project Construction The Work generally consists of a new Training Building and a new Tactical Firing Range Building on the Emergency Services Campus on County Drive in Columbia Missouri, complete with all utilities, parking and drives associated with the buildings. The Training Building encompasses approximately 22,620 gross square feet and includes offices, toilet and shower rooms, meeting rooms, exercise and skilled training rooms and other support spaces. The Tactical Firing Range Building encompasses approximately 27,468 gross square feet and includes a 12-lane shooting range with 8-50 yard lanes and 4-100 yard lanes, a Shoot House training area, lobby, toilet rooms and support spaces. Alternative Bid items include a 44-space parking lot on the South Side of County Drive and Foundations for a future building to the West of the Training Building. The purpose of the meetings will be to address any questions or concerns regarding the bid. All Bidders are Required to attend the pre-bid conference. A site visit will immediately follow the conference at the site to the East of the Boone County Sheriff's Office Annex Building, 2111 County Drive, Columbia, MO 65202. Bid Questions Deadline: All questions pertaining to the project must be received by 5:00 p.m. on March 1, 2024. Technical questions should be directed in writing to Melinda Bobbitt mbobbitt@boonecountymo.org and cc: Erik Miller emiller@PWArchitects.com and Johnny Mays jmays@boonecountymo.org. All questions MUST be submitted in writing using the Request for Clarification form (Section 00 22 19) included in this bid package. Acknowledgement of Bids Received: The bid responses received will be read aloud and acknowledged in a Boone County Commission meeting shortly after 1:30 p.m. central time in the Boone County Government Center, Room 301, 801 E. Walnut Street, Columbia, MO 65201. Bidders, if interested, may attend this meeting by tele-conference by calling 425-585-6224, access code: 802-162- 168. Anticipated Groundbreaking Date: There is no specific date set for completion however the Contractor is notified that the Owner would like the project to begin immediately following award and constructed as soon as possible and that ability to start construction quickly and time of completion will be considerations for selection. The actual notice to proceed will be established by the successful bidder's proposed schedule and the break ground is generally established at the Pre-Construction Meeting. Bonds: - Bid Bond or Certified Check (from Bidder): 5% of the Base Bid - Performance and Labor & Material Payment Bond (from awarded Contractor): each in the amount of full contract price. Liquidated Damages: $500.00 per working day Award will be made to the Bidder(s) whose offer(s) provide the greatest value to the County from the standpoint of suitability to purpose, quality, service, previous experience, price, lifecycle cost, ability to deliver, time required for completion, or for any other reason deemed by the County to be in the best interest of the County. Thus, the result will not be determined by price alone. The County will be seeking the least costly outcome that meets the County needs as interpreted by the County. The County also reserves the right to reject any and all bids or waive informalities or irregularities. Not less than the prevailing hourly rate of wages, as found by the Department of Labor and Industrial Relations of Missouri, shall be paid to all workers performing work under this Contract. The Contractor's bond shall include such provisions as will guarantee the faithful performance of the prevailing hourly wage rate as provided by the Contract. Boone County notifies all Bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. The Bidder will ensure that Disadvantage Business Enterprises will have the opportunity to participate in the performance of this contract or any subcontracts. Proposals must be on forms provided and all extensions, and totals provided thereon shall be completed fully.
