Place of Performance Address Black Warrior-Tombigbee (BWT) Project Office, 101 21st Ave, Tuscaloosa, AL 35401 Furnish all supervision, labor, materials, and equipment to fabricate, paint, and deliver the miter gates and parts in accordance with plans and specifications. The set of miter gates contains two leaves. The Demopolis lower miter gates are approximately 60 feet tall and 62 feet wide each weighing approximately 464,000 lbs. per leaf for a total weight of approximately 928,000 lbs. The Contractor will be required to deliver the gates by barge to Demopolis Lock. The Contractor will also be required to take ownership of the old gates and haul them off by barge at the time of delivery of the new gates. The Government will offload the new gates and load the old gates onto the barges provided by the Contractor. The Demopolis lower miter gates must be delivered by barge to Demopolis Lock on a specified date in July 2025. The Coffeeville lower miter gates must be delivered by barge to Coffeeville Lock on a specified date in either July 2026 or July 2027. At both Demopolis and Coffeeville, the Contractor shall be required to take ownership of the old gates and haul them off at the time of delivery of the new gates. At both Demopolis and Coffeeville, the government will offload the new gates and load the old gates onto the Contractor's barges. This procurement is set-aside 100% for small business. The NAICS Code applicable to this requirement is 332312, the small business size standard for which is 500 employees. Request for Information. Any questions about this solicitation, including technical questions about Technical Provisions (TP's), shall be submitted via the Bidder Inquiry Portal. Questions shall be submitted no later than 12 January 2024, at 2:00 p.m. Central Time to allow time for a response, and an amendment to the solicitation, if necessary. On this date and time, the portal will be closed. For technical questions, no other means of communication (e-mail, fax or telephone) will be accepted. Oral exchanges between Offerors and the Government prior to award of the contract will not be binding. In addition to the information available to the Offerors on the Bidder Inquiry Portal, any information concerning this solicitation will be furnished to all Offerors as an amendment to the solicitation if the information is necessary to the submittal of offers.
