Site work for a water / sewer project in Johnsonburg, Pennsylvania. Completed plans call for site work for a water / sewer project.

Project #2 will be for the replacement of the Storm Sewer located along Harrison Avenue, Johnsonburg, PA. Any questions or concerns should be directed to the Project Engineer, Ryan Miller, PE at814-965-2211. Addenda, if any, will be issued to only those persons whose name and address are on record as having obtained a full set of a bid documents. Bid security must accompany bid and shall be made payable to the Elk County Board of Commissioners in an amount equal to 10% of the bid price and in the form of a certified bank check or a bid bond issued by an acceptable surety and executed by the bidder. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in an amount of 100% of the contract price. A maintenance bond will also be required at the completion of the project. Bidders must submit with their bids the non-collusion affidavit contained in the contract documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The bidders must submit documentary evidence of minority and women business enterprises which have been contacted and to which commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Bids that do not include this documentation may be rejected. The Elk County Commissioners and Borough of Johnsonburg reserve the right to reject any and all bids and to waive any and all informalities. Bids may be held by the Elk County Commissioners for a period notto exceed 60 daysfrom the date of opening b ids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. This project is financed (in part) by a grant from the federal U.S Department of Housing and Urban Development, under the administration of the Commonwealth of Pennsylvania, Department of Community & Economic Development (DCED).
