The City of Urbana is seeking statements of qualifications (SOQ's) from professional engineering firms for pavement asset management services, including pavement condition data collection for all City-owned streets, alleys, and parking lots, and various pavement asset management studies to further develop the City's pavement asset management plan. The purpose of this project is to collect pavement condition data for all City-owned streets, alleys, and parking lots and further develop the City's pavement asset management plan. The City of Urbana recognizes there is a substantial gap between the regular funding available for pavement asset management and the targeted spending required to maintain its pavement network at a desired level of service (LOS). This problem is introduced with a basic asset valuation in Chapter 2 of the City's FY24 Capital Improvement Plan, and it is explored further in a Technical Memo that evaluates various budget scenarios and LOS targets using PAVER software. Both documents are cited in the Project Scope section, below, for your information. Recognition of this gap between funding and spending targets motivates the City to develop strategies and goals to make the best decisions with its limited resources. Therefore, the City is seeking pavement asset management services from a firm that demonstrates success working with municipal clients to make efficient use of limited funds and to establish proper targets for pavement LOS. This project includes collection of pavement condition data and studies to further develop a pavement asset management plan. The scope of studies included with this project will be limited by the project budget. The pavement condition data collection takes first priority, with the pavement asset management studies to be included as budget allows. Pavement Condition Data Collection: 1. Provide continuity with the City's existing pavement management system, such that historical data and new data are comparable. The existing segmentation of the network of streets, alleys, and parking lots is to be maintained whenever feasible. If a rating system other than Pavement Condition Index (PCI) is proposed, then some means of comparing historical data and new data will be required. 2. Validation of network inventory data. 3. Results shall be integrated with the City's Geographical Information System (GIS). Pavement Asset Management Studies: 1. Develop pavement level of service (LOS) targets, considering factors such as functional classification, pavement type, and traffic volumes. LOS may be quantified using metrics other than just PCI. 2. Develop a guide for life cycle preservation, maintenance, and rehabilitation of pavement, as a function of the LOS target, for a range of pavement types. 1. Recommendations for surface treatment maintenance program. Which streets should be surface treated, considering factors such as LOS target and pavement structure What surface treatments methods and materials are recommended, considering these same factors 3. Recommend treatment methods for existing PCC pavement with D-cracking. 4. Recommend treatment methods for local streets with substandard flexible pavement structure (e.g. 3" HMA on 8" aggregate) which are subjected to frequent, high axle loads. A common example of frequent, high axle loads on local streets in Urbana is the Champaign-Urbana Mass Transit District (MTD) buses. The budget for this project is $180,000.
