This project requires 20% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 24, 2024, at 10:00 AM at the Region One/District One Office in Schaumburg. Phase II engineering services are required for a Project Management (PM) Consultant to perform work similar to an IDOT Traffic/Electrical Design staff engineer and comparable staff. This position reports to District One Traffic Electrical Engineer and his/her delegate(s). Key staff from the PM Consultant may be expected to perform work in the District offices but generally not on a regular basis. Work from the Consultants office will be considered based on the needs of the department. The PM staff shall provide Phase II engineering services to provide and to complete preparation of plans, specifications and estimates for roadway Intelligent Transportation Systems (ITS), Surveillance Vehicle Detection Systems, Ramp Metering Systems, Fiberoptic systems, Network Integrations, Wrong Way Detection, electrical engineering projects at locations throughout District One. The plan preparation may require traffic management plan, utility coordination, ComEd electric services, Environmental Survey Request (ESR), Wetland Impact Evaluations (WIE) and delineations. Work may be a combination of new and/or upgrading and modernizing existing equipment to current IES, NEC, AASHTO, FHWA, FAA, IDOT District One standards and guidelines, and other duties as assigned. Work will also include creating and updating standard guidelines, creating new details and special provisions for ramp meters equipment, surveillance vehicle detection systems, fiberoptic network integration system and providing examples of standard plans to be used as a guide. The new surveillance equipment will be connected to the fiberoptic network, and the existing phone line network will be abandoned. Effective coordination with other staff, bureaus, municipalities, as well as other Consultant designers will be required. The Prime firm must be prequalified in the Special Services (Electrical Engineering) category to be considered for this project. The Environmental Reports (Environmental Assessment) prequalification category requirement may be completed by the Sub and/or Prime Consultant. The environmental work must be performed using staff that has been presented in your most recently approved Statement of Experience and Financial Condition. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
