The City of Independence is seeking a qualified entity or individual to provide the goods and/or services described herein. The City anticipates selecting one firm to perform the services. The City of Independence, Kentucky is accepting bids for the Hunters Green Reconstruction, Phase 2. Bids are requested from Companies that have a demonstrated ability to perform the tasks identified in this Invitation for Bid. Background Reconstruction of the pavement and sidewalks along Hunters Green Drive between approximately Flintlock Court and Arrow Court. Project will include the removal of the existing pavement, reconstruction with either concrete or asphalt pavement, the replacement of all sidewalks and driveway aprons, and minor upgrades to the storm sewer system. Project will be bid with a base bid for concrete pavement and an alternate for asphalt pavement. Prospective bidders may bid on either option or both. The City will award the project as either concrete or asphalt pavement replacement. The Contractor shall notify the Engineer promptly of any discrepancies in, or omissions from the Contract Documents. The Engineer will issue a clarifying addendum to each person on record as having received a set of Contract Documents. The Owner will not be responsible for oral instruction or information. Questions received less than five (5) days prior to bid date cannot be answered. Any Addenda issued during the bidding period are to be included in the Proposal and shall become a part thereof. No bid may be withdrawn, once the bid has been deposited with the Owner, except in accordance with Kentucky Standard Specifications for Road and Bridge Construction, Section 102.11. All bids shall remain valid for a period of sixty (60) days from the date of Bid Opening. The Owner reserves the right to award or delete any or all combinations. A Bond for 10% percent of the bid, in the form of a Bid Guaranty Bond, acknowledged by the Bidder, as principal, and by a surety company qualified to do business in the State of Kentucky, and satisfactory to the Owner as surety; or A cashier's check or certified check issued by a responsible bank or trust company, and made payable to the order of the Owner, in the sum of at least ten percent (10%) of the Bid. RIGHTS RESERVED BY THE OWNER The Owner reserves the right to review and evaluate all bids for a period of sixty (60) days. The Owner reserves the right to reject any and all bids, to waive any discrepancies or irregularities in the bidding, and to determine, in its own discretion, which Proposal is the best bid. Lowest bid, while a major consideration, will not exclusively govern the Bid Award. The Bid Award shall be made from all considerations, including costs and the responsibility of the Bidder. The Owner reserves the right to reject the bid of any Bidder who has previously failed to perform properly or complete on time contracts of similar nature; who is not in a position to perform the Contract; or who has habitually, and without just cause, neglected the payment of bills or otherwise disregarded his obligations to subcontractors, materialmen or employees. In addition to the above-mentioned items, the Owner will also consider the following in determining the best bid: that the Bidder maintains a permanent place of business; has adequate equipment to do the Work properly and expeditiously; has suitable financial status to meet the obligations incidental to the Work; and has the necessary experience.
