All contracts for the construction of publicworks are subject to the Illinois Prevailing Wage Act (820ILCS 130/1-12). Any bids received after this date and time will be returnedunopened. 1 Bids shall be submitted in a sealed envelope and clearlymarked: SEALED BID PLAYGROUND EQUIPMENT - Dugan Park West OPEN 10:00 AM March 1st, 2024. Bids will be awarded to the lowest responsible biddercomplying with the conditions and specifications presentedherein. All bids must include the specified play componentsand activities as shown on the attached drawings. Allprices must be itemized and totaled as shown on the bidform. The Park District reserves the right to reject any orall bids and to waive informalities to serve the best interestof the Park District. The lowest bid will be determined byreference to the Base Bid, the Base Bid and Althernates orany combination thereof as determined by the District tobe in its best interests. Such decisions shall be final and notsubject to recourse. 1. A bid bond is not required for this project. 2. If a bid is accepted, a Surety Bond (aka Performanceand Labor & Material Payment Bond), payable to theSugar Grove Park District, for not less than one hundred(100%) percent of the contract amount will be requiredprior to beginning construction. A Surety Bond, payable tothe Sugar Grove Park District, for not less than onehundred (100%) percent of the contract amount is requiredby Statute prior to beginning construction on all projectswhere the Contract Sum is $150,000 or more, and may berequired for projects $150,000 or less at the discretion of theSugar Grove Park District. Such bonds shall include theprovision guaranteeing the faithful performance of thePrevailing Wage Act. The surety on the bond shall be a company that is licensed by the Department of Insuranceauthorizing it to execute surety bonds and the companyshall have a financial strength rating of at least A- as ratedby A.M. Best Company, Inc., Moody's Investors Service,Standard & Poor's Corporation, or a similar rating agency.3. If a bid is accepted, the Contractor will be required to filea written substance abuse prevention program with theOwner for the prevention of substance abuse among itsemployees prior to the commencement of the work. Saidprogram shall be available to the general public. It is anticipated that the contract will be awarded in March, 2024. The Park District reserves the right to rejectany non-responsive or non-responsible Bids or to reject allbids and waive any informality or technicality in any Bid inthe interest of the Park District.
