The RMC is seeking a qualified contractor or firm to provide Material Testing and Inspection (MT&I) Services for the Alondra Gateway Park Project in the City of Compton. Services include but are not limited to earthwork observation and compaction testing, laboratory soil/aggregate testing, and project management. PROJECT DESCRIPTION The Rivers and Mountains Conservancy ("RMC" or "Owner") is a State agency whose mission is to preserve open space and habitat in order to provide for low-impact recreation and educational uses, wildlife habitat restoration and protection, and watershed improvements. The RMC territory includes the San Gabriel and Lower Los Angeles Rivers watersheds. The information in this request RFP is of general nature to give an indication of project size and basic requirements and is not necessarily representative of all aspects of the project. The RMC is developing the Alondra Gateway Park in the City of Compton with the City of Compton, the Office Assembly member Mike A. Gipson (D-64), Los Angeles County Public Works, and Studio-MLA (Project's landscape architect) as project partners. The Project site is located at 412 West Alondra Boulevard, Compton, CA 90220 (see Exhibit A). The Alondra Gateway Park project is an approximately half-acre (20,343 square feet) park that will be located on the east side of Compton Creek, south of Alondra Boulevard in the City of Compton (APN# 6162-010- 907). The park will be built on a flat triangular shaped vacant lot that is currently owned by the City of Compton. The project includes the development of the following: a small picnic area, a seating area featuring a community-made tile mosaic, a small nature-inspired playground, exercise equipment, bicycle parking infrastructure, perimeter gates and fencing, lighting, a landscaped entry plaza featuring Richland Farms community signage, native plantings, thirty (30) shade trees, decomposed granite pathways, and a small parking lot with permeable pavers and entrance bollards. The City of Compton has issued permits for construction. The maximum aggregated contract amount is $40,000 and the estimated contract term is two (2) years. The RMC does not guarantee that any work will be made under the agreements during the contract period to the selected firm. The scope of services and total fee will be negotiated utilizing the rates specified in the Proposal. Expenses such as mileage and printing may be eligible for reimbursement so long as detailed supporting documentation is submitted with invoices. Invoices shall be submitted upon completion of agreed tasks and not more frequently than once a month, in arrears. The most highly qualified consultant/consulting firm is expected be selected and the contract awarded by the end of February 2024 with a start date no earlier than March 1, 2024. The executed Agreement may be formally amended to accommodate schedule conflicts, or any unexpected costs associated with the services, by mutual consent of the RMC and the Contractor. A variation of the terms (i.e., change in project representative, change in budget) requires mutual consent from the RMC and Contractor. No verbal understanding, agreement, or amendment not incorporated into the Agreement is binding on either party. SCOPE OF WORK The RMC seeks proposals from qualified individuals or entities to perform independent MT&I services required to complete the Alondra Gateway Park project and to meet the State and local requirements. The Consultant will perform the services and provide deliverables listed below: Task 1: Project Management a. Kickoff meeting with client and contractor prior to start of work. b. Attendance at pre-construction and project meetings at the Client's request c. Supervision of laboratory and field services d. Preparation and review of project reports and monthly invoices e. Preparation of final compaction report at the completion of the project Task 2: Earthwork observation and compaction testing Recommendations provided in the project specifications/geotechnical engineer's report will be utilized as the requirements for this part of the work. Any fill need to be observed for appropriate moisture content, oversized material, and debris. Compaction testing will generally be performed as required by the project specifications. Testing Engineer personnel will sample the engineered fill, backfill materials, aggregate base, and asphalt concrete pavement and transport them as required to a laboratory for evaluation. a. Site preparation observation b. Sampling of onsite soil for laboratory testing c. Utility trench bottom and backfill observation and testing. Task 3: Laboratory soil/aggregate testing a. Modified Proctors b. Grain Size Analysis of soil and aggregate Task 4: Shallow foundation bearing soil observation and testing a. Excavations will be checked for bearing using manual sampling and testing techniques. b. Excavations will be observed for cleanliness and geometry. Task 5: Cast-in-place concrete reinforcing steel Special Inspection a. Bars will be checked for size, placement, lap length, and cleanliness. Task 6: Portland cement concrete field and laboratory testing for foundations a. Field services will include observation of material including identification and placement; monitoring of freshly mixed concrete for slump, temperature, and mixing time; and casting for compressive strength testing. b. Casting set of (5) of 4x8 cylinders and performing slump & air content testing each pour c. Laboratory testing: Compressive strength of concrete Task 6: Post-installed anchor inspection a. Perform periodic inspection of mechanical anchors for tables and benches. Task 7 (Optional): Tasks that have not been described above and may be beneficial for the project may be provided and should be noted in the Proposal. This may include but is not limited to technical support, site improvement observation, and other special inspections for general compliance with the project specifications, ordinances, and regulations. In the opinion of the Rivers and Mountains Conservancy, this RFP is complete and without need of explanation. However, any and all technical questions should be directed to Salian Garcia, Budgets & Admin Officer, at sgarcia@rmc.ca.gov. All notices, clarifications, and addenda to this RFP shall be posted electronically. It is the proposing Contractors responsibility to monitor electronically for all information regarding this RFP. RMC is not responsible for sending individual notification(s) of changes or updates. It is the sole responsibility of the proposing Contractors to remain apprised of changes to this RFP. The electronic submission of a single, unprotected (i.e., not password protected) PDF file of the Proposal is required. The electronic submittal will be accepted. Proposals received after this date and time will not be considered. All project, technical, and contract related questions and questions concerning this Request for Proposals (RFP) should be directed to Salian Garcia, Budgets and Administration Officer, in writing at sgarcia@rmc.ca.gov. Questions must be received no later than seven (7) business days after the RFP advertisement. In the interest of fairness to all potential contractors, the RMC will not respond to individual requests for information regarding the RFP. Responses to all questions will be posted electronically by 5:00pm on Friday, February 16, 2024.'
