The Maricopa County Planning and Development Department is soliciting responses for a contractor to update the comprehensive plan for the unincorporated portions of Maricopa County (County). Currently known as Vision 2030, this plan was last adopted in 2016 to reflect state statutory requirements, new socioeconomic data, and provide a more definitive and effective implementation strategy. This update will establish an overarching set of goals and policies that will be refined and tailored to specific regions of the County through its ongoing area plan program. SCOPE OF WORK CONTRACTOR REQUIREMENTS The contractor shall have minimum five years of experience in working on Comprehensive Plans and updates, regional plans, area plans or specialty plans of regional significance, with government agencies within the state of Arizona. Contractor shall appoint a project manager who has significant experience working on projects of a similar scope and nature. Contractor shall hold an Arizona Business License and have an Arizona office location. Include in your proposal a statement that you hold the appropriate license and the license type and number. Identify the location of the office, operational hours and number of staff at the office. Contractor shall provide all labor, supervision, materials, mileage, and effort necessary to perform all tasks required to update the area plan from project initiation through plan review and approval. The county will not be billed for travel, postage, copies, phone calls, or other items used in preparation of the plan. The contractor shall complete the Comprehensive Plan Update process so that adoption by the County BOS occurs no later than April 30, 2026. The anticipated project start will be no later than July 1, 2024 and shall be completed by April 30, 2026. Vendors must view or obtain all attached forms prior to submitting bids.
