IN GENERAL: The Village of North Palm Beach is seeking proposals from landscaping and grounds keeping companies to provide a variety of tree and landscaping services for Leisure Services locations. Leisure Services locations include:
o Anchorage Park: 603 Anchorage Drive
o Library: 303 Anchorage Drive
o Veterans Park: 303 Anchorage Drive (adjacent library)
o Osborne Park: 705 Prosperity Farms Rd
o Community Center: 1200 Prosperity Farms Rd
o Lakeside Park: 680 Lakeside Drive The work includes, but may not be limited to, the furnishing of all labor, materials, tools, equipment, machinery, and services for proper tree maintenance. This encompasses corrective pruning, tree trimming, and removal of dead branches and trees. Additionally, it involves the grinding of tree stumps and complete root systems, removal of root balls, and the proper disposal, including fees, of all tree branches, trunks, parts, and debris generated by these operations. Following the complete removal of trees, the resulting holes must be filled with suitable material or planting soil and sod as directed by the Village. To enhance and sustain the landscape, the proposal also extends to the delivery and installation of new trees, plants, shrubs, mulch, and sod. Whitefly treatment and a comprehensive tree inventory for Leisure Services locations are also integral parts of this proposal. The successful bidder shall have been in the tree trimming and removal service business for a minimum of two (2) years. Bidders shall provide documentation of applicable license, certification, and/or commercial experience. The Village of North Palm Beach reserves the right to request documentation at any time during the contract period. The initial term of this contract will be for an initial three (3) year period, with an option to renew for three (3) additional one year terms for a cumulative total of six (6) years, using the same terms, conditions, and pricing of the original agreements. Certified Arborist Requirement: The contractor must employ or contract with an arborist who is currently certified by the International Society of Arboriculture (ISA). Proof of current ISA certification must be provided with the bid submission. The contractor shall notify the Village of North Palm Beach of any change in designated arborist and provide certifications for the new designee. Question Deadline 02/29/2024. All questions regarding this RFP must be submitted to Zakariya Sherman by e-mail to zsherman@village-npb.org. Responses to questions will be provided as expeditiously as possible, generally within two (2) business days. If any question requires a response, which the Village in its sole discretion, determines should be provided to all potential proposers, the Village will issue an official addendum to this RFP. The Village will endeavor to make sure all potential proposers receive such addendum by posting the addendum on electronically for the respective proposal solicitation; however, it is the sole responsibility of every proposer to verify with the Village whether any addendum has been issued prior to submitting a proposal. The Village will not issue an addendum five (5) days or less before proposal opening. The Village shall evaluate the proposals in accordance with the criteria set forth in the RFP. The Village anticipates an award to the proposer with the proposal determined by the Village to be most advantageous. The Village may conduct interviews and/or require presentations as part of the evaluation process. The Village shall not be liable for any costs incurred by any proposer in connection with its response to this RFP. The Village reserves the right to reject all RFP submittals, to waive any formalities, to solicit and re-advertise for new RFP submittals, or to abandon the project in its entirety. Award of this contract shall be to the lowest responsive and responsible proposer who best meets the terms and conditions of the bid. Consideration of award shall be based on the information submitted, including proposer's past performance and client references. The Village of North Palm Beach reserves the right to make multiple awards. Proposers are strongly encouraged to visit and inspect all Leisure Services sites for a detailed evaluation of the Department's trees and palms before submitting their bids.
