The Proponent shall not claim any extra costs for not determining the requirements and not including all costs in their Pricing. Fredericton City Hall is a three-story, red-brick building built in 1875-1876 in the Second Empire style. It is prominently located on a corner lot in downtown Fredericton. The building is separated from the street by a large, paved, public square, known as Phoenix Square, with a fountain and paved walkways. It was designated a national historic site of Canada in 1984 because: its imposing exterior and the many functions it has performed illustrate the building's importance to community life; it is the oldest municipal hall in Atlantic Canada still used for civic administration; and, the building is distinguished by the use of its basement as a market prior to 1951, a function rarely combined with municipal halls by the late 19th century. Part of the Historic Garrison District in Fredericton, the Officers' Quarters building that today houses the Fredericton Region Museum forms the centerpiece of what is known as the Military Compound. This complex of buildings was established by the British Government as the base for their army's military presence in Central New Brunswick. The Compound was established in 1785 and once contained several buildings. Only 4 of those military buildings remain today, the Soldiers' barracks, the Guardhouse, the Officers' Quarters and the Militia stores building. In 1964, it was the first of three buildings that were declared National Historic Sites. The scope of this project is to supply for future installation of façade lighting at both the Fredericton City Hall building and the Fredericton Region Museum building.
