James City County Department of General Services is soliciting sealed bids from qualified contractors to perform asphalt repair work at the Warhill Sports Complex in James City County located at 4900 Stadium Road, Williamsburg, VA 23185. 1. The work under this Scope is tentatively scheduled to begin spring/summer 2024. 2. Contractor to mill approximately 2722 SY of asphalt as referenced on the Site Plan in Appendix C. 3. All paving joints will be sawcut. 4. Contractor to undercut to edge of pavement areas with unstable base. Place and compact 12" of 21A stone in undercut area as referenced on the Site Plan in Appendix C. 5. The contractor is responsible for the disposal of all material spoils. 6. Contractor to install 364 tons of 2" SM 9.5A asphalt in milled area as referenced on Site Plan in Appendix C. 7. Replace speed bump in existing location. Speed bump to be painted yellow. 8. Restore all pavement markings. 9. The access road must remain open during the work. 10. Contractor to provide traffic control measures as necessary. 11. All work and materials are to comply with the Hampton Roads Planning District Commission, Sixth Edition of the Regional Construction Standards. 12. Contractor will coordinate all work schedules with the designated Project Manager. As such, work will be scheduled to provide minimal impact to the public's use of the facility. 13. Contractor shall conform to all applicable codes, safety and regulatory requirements mandated by the Federal, State, or local government including, but not limited to, the following: a. Virginia Department of Labor, Virginia Occupational Safety and Health (VOSH) regulations. b. Virginia Department of Transportation (VDOT)- Road and Bridge Standards c. Manual on Uniformed Traffic Control Devices (MUTCD) and the Virginia Work Area Protection Manual. 14. Contractor is responsible for verifying all measurements and quantities prior to bidding. No Pre-bid Meeting Liquidated Damages: $250.00 per calendar day after the time for Final Completion has expired. The respondents to this Invitation for Bid shall not contact, either directly or indirectly, any other employee or agent of James City County regarding this Invitation for Bid. This prohibition shall extend to all Governmental Boards and other elected County officials. Any such unauthorized contact may disqualify the Bidder. Once the contractor has received the Notice to Proceed, Contractor shall complete all work within 30 days from the start date specified in the Notice to Proceed.
