Substitution requests will only be accepted during the bidding period, subject to the requirements outlined in the contract documents. Optional material substitution requests will not be considered after the date and time stated below or during the construction phase. Questions and substitution requests will not be accepted after 12:00 noon, Tuesday February 27, 2024. The project is subject to Davis Bacon Wage Rates, EEO, and other HUD and Commonwealth of Pennsylvania payroll submittals are required. Bids may be subject to Bid Deductibles and Unit Prices. York Housing Authority reserves the right to reject any or all proposals or to waive any formalities in the Bidding process. No proposal shall be withdrawn for a period of sixty (60) days subsequent to the opening of the proposal without the consent of York Housing Authority.
