Renovation of a mixed-use development in Johnstown, Pennsylvania. Completed plans call for the renovation of a parking garage.

FIRE HALL GARAGE FLOOR REPAIR DESIGN / BUILD PROJECT Work to be completed as part of the Project shall include all materials, equipment, supplies, design, permits, approvals, and labor necessary for the following items: Full depth & partial depth concrete patching repairs consisting of removal of existing deteriorated concrete and placing with new concrete and reinforcement materials at various locations. Patching also includes recoating new concrete with primer and base coat. The contractor is responsible for preparing a proposal for removal, replacement, and recoating of concrete for review and approval by the Borough prior to submitting the plans to review agencies. All work on this project shall conform to applicable codes and standards governing the various items of work and shall represent sound construction methods and materials in accordance with industry standards. The Borough reserves the right to accept or reject any material or construction method proposed for the project. Bidders must obtain the project documents to be eligible to submit a bid for this project. The Contractor shall have sufficient Liability Insurance to complete the proposed project and shall be licensed with the Commonwealth of Pennsylvania. Additional requirements are included in the project documents. The Owner reserves the right to accept or reject any or all bids. Any and all questions regarding the project shall be made by contacting The EADS Group, Inc. at 814-535-5388. Full depth concrete repairs, approximately 6" or match existing depth, includes removal of existing deteriorated concrete and reinforcing to existing floor decking and placing new plain cement concrete and reinforcement materials in accordance with the attached plan. 2. Contingent Item: Partial depth concrete repairs, approximately 1"-2" depth, includes removal of existing deteriorated concrete and placing with new plain cement concrete in accordance with the attached plan. 3. Reset/reinstall existing drains in concrete repair areas, if current drains cannot be reused contractor shall provide new drain replacements. 4. Recoat new concrete with an approved primer and base coat. 5. Design to be submitted to the Borough for a 30-day review/comment period, prior to submitting permits. 6. Material submittals shall be submitted to the Borough for review and approval. 7. Proposal of work & all permits to be submitted to the Borough after all comments are addressed and prior to starting any work. 8. All permit(s) shall be obtained and fees shall be paid by the Contractor. 9. Contractor shall coordinate all inspections with proper agencies during the installation of the concrete and be responsible for any/all fees associated with such inspections. 10. Contract price shall be in accordance with the attached bid form, include all work required to complete the tasks outlined above, and include any/all work not specifically outlined but required to complete the concrete repairs. Bids must be submitted as outlined in the advertisement and be in sealed envelopes. 11. Any variances from the above items (materials, design, etc.) shall be clearly stated on the bid submittal. 12. Ten percent payment shall be paid up front, forty percent shall be paid upon receiving permit approvals, the remainder of payment shall be made based on the percentage of work completed, and the Borough shall retain ten percent of project costs completed to date until the project is deemed acceptable by the Owner and all permits obtained/satisfied. 13. Project is being funded by local funds, projects over $23,200 require current state wage rates to be applied, all work needs to be completed prior to May 31st, 2024, or liquidated damages in the amount of $100 per calendar day apply. 14. Owner reserves the right to award a portion or all of the partial depth repair work as it deems necessary and is not obligated to award the full portion of partial depth repair of any bid. 15. A commercial general liability insurance certificate with a minimum of $1.0 million per occurrence naming Westmont Borough as certificate holder shall be included with the signed quote. 16. Owner reserves the right to accept or reject any or all bids. 17. Project site is located at 1000 Luzerne Street, Johnstown, PA 15905.
