AMENDMENT 0005 issued to provide answers to questions submitted by interested contractors. Q19. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed? A19. Occasionally, a construction contractor will request the Contracting Officer (CO) consider allowing payment for materials they purchase and store either at the job site or at a site away from the location of the construction project. Payment(s) for stored materials is authorized by Federal Acquisition Regulation (FAR) Clause 52.232-5, Payments under Fixed-Price Construction Contracts. Paragraph (b)(2) of the clause states, in part, that the CO may authorize such payment; however, for materials stored off-site, the contract must include a provision that specifically authorizes such payments, and the contractor must submit evidence that the materials have been delivered to and paid for by the contractor. Such payments also are authorized for service contracts, if the Contracting Officer determines that progress payments based on costs are not practicable and adequate safeguards are provided to administer progress payments based on a percentage or stage of completion. Q20. Are these fixtures to be daisy chained? A20. They can be daisy chained over the benches, however, your electrician will need to determine how many lights can be chained together. Q21. What type of mounting brackets are required? A21. I believe we have already answered this question in the solicitation, it is the linear mounting configuration for the light. Q22. Are there as builts for the electrical wiring in place? A22. Not that I am aware of. Q23. Please post the Q&A's from the site visit. A23. The only new questions that we had are: What height we wanted the lights above the benches? I said the same height as the lights in bay #4, they are about 48” above the top of the benches. And how do we want the lights arranged? Over the center of the benches. Q24. Light on spec sheet is not obtainable via any supply houses. Are we able to source different luminaires with the exact same specs? A24. No AMENDMENT 0004 issued to provide answers to questions submitted by interested contractor. Q17. Are there any plans available showing the existing conditions, and areas to be lit A17. No, we do not have plans for this, the site visit is highly recommended. Q18. What is the range of the budget for this project, and is it already appropriated A18. Between $100,000 and $250,000. Earmarked Facility Funds, Subject to availability of funds, FAR clause 52.232-18. Availability of funds (Apr 1984). AMENDMENT 0002 ISSUED TO PROVIDE ANSWERS TO ADDITIONAL QUESTIONS SUBMITTED BY INTERESTED CONTRACTOR, PROVIDE CORRECTED ANSWER TO QUESTION 3 ON AMENDMENT 0001, AND PROVIDE GROW LIGHT SPECIFICATIONS AND TIME CLOCK PHOTO ATTACHMENTS. CORRECTED ANSWER QUESTION 3 - AMENDMENT 0001. Q3: What type of timeclocks are needed A3: See Time Clock photo attachment. Q6: How many light fixtures total A6: 80 light fixtures. Q7: Are the new LED fixtures going on the same position as the current existing fixtures A7: This is a new installation of grow lights. Q8: Is there a SKU# or PN of the preferred LED light fixture and the time clock I know this has been answered but no specific fixture was mentioned. A8: I cannot produce a model number for the light, I have attached a spec-sheet from P.L. Lighting, I hope this will give them the info they need. I also have attached a photo of the timeclock. AMENDMENT 0001 ISSUED TO PROVIDE ANSWERS TO QUESTIONS SUBMITTED BY INTERESTED CONTRACTORS. Q1: Who will provide the lights for the project A1: The contractor is to provide the lights. Q2: What is the light part number A2: P.L. Triplane Daylight LO with 10' cord female to whip end. Q3: What type of timeclocks are needed A3: 7-day programmable timeclock. Q4: How many timeclocks are needed A4: One timeclock for each bay that lights are installed in. Q5: Do we require certified payrolls on this project A5: Certified payrolls are not required. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, and is being conducted according to FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 12405B24Q0078 and solicitation is issued as a Request for Quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2024-02. Description. Seeking Contractor who shall provide all professional services necessary to install new LED grow light systems in two 24'x32' Greenhouse bays (Bay 2E and 5E) and two 35'x32' Greenhouse bays (Bay 1E and 6E) at the USDA, ARS, SEA, Plant Genetic Resources Conservation Unit (PGRCU), Greenhouse Complex Building #4385, 1109 Experiment Street, Griffin, Georgia 30223. All work shall be performed in accordance with attached Statement of Work (SOW). Site Visit. Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. Site Visit Date and Time. Site Visit is scheduled for Tuesday, February 27, 2024, at 9:00 a.m. Eastern Time (ET) at USDA, ARS, SEA, Plant Genetic Resources Conservation Unit (PGRCU), Greenhouse Complex Building #4385, 1109 Experiment Street, Griffin, Georgia 30223 location. Questions. All questions pertaining to this solicitation must be in writing. All questions will be addressed by email only.
