Site work, paving and renovation of a mixed-use development in Newport News, Virginia. Completed plans call for the renovation of a 250-square-foot educational facility; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
As of March 20, 2024, this project has not yet been awarded. A timeline for the award has not yet been established. This project consists of constructing a Vestibule enclosure totaling approximately 250 S.F., at main entrance of the existing Newsome Park Elementary School. Additionally, this project includes interior alterations at the adjacent main entrance, Lobby, Corridor and Administrative Offices. Additionally, this project includes interior alterations at the adjacent main entrance, Lobby, Corridor and Administrative Offices. Work includes clearing and demolition beneath the existing entry canopy and adjacent yard, constructing new sidewalks, steps and HC-accessible ramp with railings, and restoration of the site. New construction includes new entrance windows, doors and hardware. Interior work alters existing load-bearing and non-loadbearing masonry walls and partitions, and provides lintels for new openings, fire-rated HM storefronts and glass. Work includes interior demolition, provision of new interior wood casework, doors and frames, finishes, ceilings, plumbing, HVAC, lighting and electrical work, The completion schedule for this project is very demanding, and it is anticipated that extended workday hours and work on weekends will be necessary to complete this project by the scheduled completion date Bids will be received on or before the date and the hour and at the place stipulated in the Invitation to Bids as may be modified by subsequent Addenda. Bids received after the specified date and time (time stamped 2:01 P.M. or later) shall not be considered and will be returned unopened to Bidder. The official time used for the receipt of responses is determined by reference to the clock designated by the Procurement Officer. The Procurement Officer shall determine when the Bid Receipt Deadline has arrived and shall announce that the Deadline has arrived and that no further bids or bid modifications will be accepted. Bidder shall submit one original and one (1) copy of its Bid. This original of the Bid shall contain the original signature of the contracting authority Bidders are encouraged to submit their bids on recycled paper and to use double-sided copying. Each Bidder shall submit with its bid that is $100,000.00 or more, an original bid bond with original seal from a surety company selected by the Bidder that is authorized to do business in Virginia, or cashier's check, payable to Newport News Public Schools equal to five percent (5%) of the total bid price. The Bid Bond is a guarantee that if the contract is awarded to the Bidder, he will enter into the contract for the work mentioned in the bid. Contractor shall provide services in accordance with the Project Manual dated January 12, 2024 and associated Drawings dated January 12, 2024. Corner, AIA, CSI 120 Queens Way Suite 201 Hampton, Virginia 23669 Phone: (757) 722-0280 Email: rcorner@hudsonarch.com The Project Manager, and the Engineer when assigned to the Project, will provide administration of the Contract and will be the Owner's Representatives (1) during construction and (2) until final payment is made. The Owner's Representative will advise and consult with the Owner and will have the authority to act on behalf of the Owner only to the extent provided in the Contract Documents, unless otherwise modified by written instrument in accordance with other provisions of the Contract. To promptly notify the Owner of all conflicts, errors, ambiguities, or discrepancies which the Bidder has discovered in or between the Bid Documents and such other related documents or field/site conditions. Submit questions regarding the Invitation for Bid in writing to the Issuing Office at Shannon.bailey1@nn.k12.va.us no later than Monday, February 26, 2024, 4:00 P.M. Eastern Time. Necessary replies will be issued to all Bidders of record as addenda that shall become part of the contract documents. Oral instructions do not form a part of the bid documents However, the original receipt must be presented and the materials being returned must be in the same condition in which they were purchased (no internal markings). A certificate of substantial completion for the work at Newsome Park Elementary School, under this Contract, must be provided to the Owner by Contractor no later than August 14, 2024 for the vestibule, main office/reception, lobby, principal office, corridor, exterior walkways and canopies. All work in other areas must be substantially complete no later than September 15, 2024 . The date of Substantial Completion is the date certified by the Architect/Engineer. Final completion shall be achieved on or before is September 14, 2024 for the vestibule, main office/reception, lobby Principal's Office and corridors. All other areas (work room, lounge, guidance area and conference room) shall be achieved no later than October 16, 2024. Bidder shall ensure their bid is time stamped by the Issuing Office Each Bidder shall submit with its bid that is $100,000.00 or more, an original bid bond from a surety company selected by the Bidder that is authorized to do business in Virginia, or cashier's check, payable to Newport News Public Schools equal to five percent (5%) of the total bid price. The Bid Bond is a guarantee that if the contract is awarded to the Bidder, he will enter into the contract for the work mentioned in the bid. Successful Bidder shall furnish to Owner a payment bond and a performance bond each equal to one hundred percent (100%) of the Contract price and each payable to Newport News Public Schools before any agreement is approved and issued if the Project assigned to the Successful Bidder is $500,000.00 or more. The performance bond shall be conditioned upon the faithful performance of the Contract in strict conformity with the terms and conditions of the Contract, and the payment bond shall be conditioned upon the prompt payment for all such material furnished or labor supplied or performed in the prosecution of the work. If the Contractor fails to obtain and submit to Owner both a Certificate of Occupancy from the City of Newport News and a Certificate of Substantial Completion from the Architect within the time specified in the contract, the Contractor shall pay liquidated damages to Owner in the amount of $1,000.00 for each calendar day of delay until the work is completed and accepted and both certificates identified above have been properly authorized and submitted to Owner. If Owner terminates the Contractors right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination for Cause clause
