**As of May 07, 2024, reject all bid received. No definite date for the rebid.** Bids will be received for construction work for the Smyth Drive Water Line Improvements Project. The project is located on Smyth Drive from Dickason Drive to approximately 1,300 feet West in the City of Santa Clarita. The project generally consists of installation of a 16-inch diameter ductile iron pipeline and appurtenances. The work includes, but is not limited to mobilization, trenching, shoring, installation of a waterline and appurtenances; abandonment of an existing water line; traffic control; and all associated work ("Work") as indicated in the Contract Documents. The AGENCY shall award the contract for the Work to the lowest responsive and responsible bidder as determined from the Base Bid Price. The AGENCY anticipates the Base Bid Price to range between $1,800,000 to $2,100,000. This estimate is intended to serve merely as a guideline of the magnitude of work. Neither the Bidders nor the Contractor shall be entitled to claims because of any inaccuracy in the estimated construction cost range. It is the responsibility of each prospective bidder to obtain and print all Contract Documents for review and to verify the completeness of Contract Documents before submitting a bid. Any Addenda will be posted electronically. It is the responsibility of each prospective bidder to check online on a daily basis through the close of bids for any applicable addenda or updates. The AGENCY does not assume any liability or responsibility based on any defective or incomplete copying, excerpting, scanning, faxing, obtaining or printing of the Contract Documents. The Contract Documents shall supersede any information posted or transmitted by electronically. All parties obtaining Contract Documents will be listed under the solicitation's "Prospective Bidders" tab. Question Deadline 03/06/2024 at 5:00 PM PT. Discrepancies or omissions in, and/or questions about, the Contract Documents shall be submitted to the AGENCY, in writing, via electronically and shall be received by the AGENCY no later than 5:00 p.m. on March 6, 2024. It is the Bidder's responsibility to confirm that the AGENCY has received the correspondence. The AGENCY will not be responsible for any oral explanations or instructions. As determined by the AGENCY, a written addendum may be issued. Bidder is responsible for receipt of addenda, which will be posted electronically. All bids shall be accompanied by a cashier's or certified check payable to the order of the AGENCY, or by a Bid Bond in favor of the AGENCY in an amount not less than ten percent (10%) of the Base Bid Price. The Bid Guarantee must be received prior to the specified date and time for bid opening. The Bid Guarantee shall be submitted in a sealed envelope with the Bidder's name, marked with the name of the project, the date and time to be opened, and addressed and delivered or mailed, postage prepaid, to: Vanessa Streb, Santa Clarita Valley Water Agency, 26515 Summit Circle, Santa Clarita, CA 91350. It is each Bidder's responsibility to ensure that his/her Bid Guarantee is received by the AGENCY prior to the time set for bid opening. No Bidder may withdraw its bid for a period of ninety (90) days after the date of opening the bids, within which time an award may be made. The AGENCY reserves the right to reject any or all bids, or to waive any irregularities or informalities in any bid or in the bidding. Bids are required for the entire Work, and the Work will be let under a single contract. Each Bidder shall be a licensed contractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following classification(s) throughout the duration of the Contract: Class A, General Engineering Contractor License. Bidders should be aware that the AGENCY has established the following responsiveness criteria and shall be required to complete the related bid form demonstrating that they can meet the following criteria: The Contractor shall have completed at least two (2) similar projects between January 1, 2020, and February 1, 2024. The Contractor's Superintendent shall have satisfactorily completed at least one (1) similar project between January 1, 2020, and February 1, 2024. Pursuant to Public Contract Code Section 3400 (c), the AGENCY has made findings designating certain materials, products, things, or services by specific brand or trade, that shall be provided by the Contractor under the Contract, and such findings and the materials, products, things, or services and their specific brand or trade names are set forth in the Special Conditions, SC-13 "Designated Materials, Products, Things or Services". This Project will be funded in whole or in part by the Water Infrastructure Financing and Innovations Act ("WIFIA"). The successful bidder will be required to comply with all terms and conditions imposed by WIFIA, including but not limited to the following: Build America, Buy America Act, American Iron and Steel, Disadvantaged Business Enterprises, and Davis-Bacon. Bidder shall refer to the Special Conditions for the requirements of WIFIA. Failure to comply with terms and conditions imposed by the funding source may result in the bid being deemed non-responsive. Pursuant to the Section 1770, et seq. of California Labor Code, the Contractor and all subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations and comply with all applicable Labor Code provisions, which include, but are not limited to the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. The schedule of said rates is hereby incorporated and made a part thereof the same as though fully set forth herein. The wage determinations made by the Director of Industrial Relations are posted electronically. The Contractor shall post a copy of said document at the job site. The Contractor and any subcontractor under them shall pay not less than the therein-specified prevailing rate of per diem wages to all workers employed in the execution of the Contract. Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the contractor's and subcontractors' current registration with the Department of Industrial Relations to perform public work. If awarded a Contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the project. Since this Project is funded in whole or in part with WIFIA funds, the work must also comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of Davis-Bacon. The federal minimum wage rates for this Project are predetermined by the United States Secretary of Labor. These rates are available directly from the Department of Labor at electronically. The Davis-Bacon Wage Listings are attached. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the contractor and its subcontractors shall pay not less than the higher wage rate. The project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this project, it shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this Contract and applicable law in its bid. The successful Bidder will be required to furnish the AGENCY with Payment and Performance Bonds equal to 100% of the Contract Price. Pursuant to the Public Contract Code Section 22300, the successful bidder may substitute securities for funds withheld by AGENCY to ensure the Bidder's performance under the Contract.
