A. Scope of Work to be Performed The Contractor will be required to perform prep work, removal, installation and cleanup for Drainage Rehabilitation, Repair, Replacement, & Miscellaneous Maintenance Services defined in this ITB. The majority of the work will occur on the Interstate and State Route system. The Contractor shall supply labor, equipment, tools, means of transportation, traffic control, and incidentals to perform work in accordance to specifications, and to ensure a safe work environment for employees and the traveling public within the time schedule specified. 1.Scope Work under this ITB consists of furnishing all labor, materials, tools, equipment, means of transportation, and incidentals necessary to perform the services. Contractor must furnish equipment in good operating condition and operated by properly trained and qualified personnel. The Contractor must make a good faith effort to furnish the Department the fully operational equipment needed to perform Drainage Rehabilitation, Repair, Replacement, & Miscellaneous Maintenance Services at such time, and at such location(s) as directed by the Engineer. Prior to start of work, Contractor must inspect equipment to ensure the equipment is fully operational for the performance of its intended purpose. The Contractor will also be responsible for any traffic control, licenses, and permits required to satisfy the duties required herein. 2.Deliverables Delivery of Drainage Rehabilitation, Repair, Replacement, & Miscellaneous Maintenance Services shall be in accordance with the contract terms. The following deliverables are expected for work performed at the locations referenced in Exhibit 4 - Locations, Descriptions and Estimated Quantities This solicitation is being conducted by the Georgia Department of Transportation under its authority to procure services ancillary to the construction and maintenance of a public road (as defined in O.C.G.A 32-1-3 (24) as provided for in O.C.G.A 32-2-61 (c) and (d) (1) (D). Only contractors deemed as Qualified Contractors to provide "Drainage Rehabilitation, Repair, Replacement & Miscellaneous Maintenance Services" through the routine maintenance prequalification process are eligible to participate in this Invitation to Bid/Request for Quote. Through this ITB/RFQ the Georgia Department of Transportation (hereinafter, "the State Entity, Department, Agency, or GDOT") is seeking bids for Drainage Rehabilitation, Repair, Replacement & Miscellaneous Maintenance Services. The qualified firms who have been awarded a Master Service Agreement (MSA) through the prequalification process. All respondents to this ITB/RFQ are subject to same terms and conditions of the MMSA, subsequent awarded contract, and the ITB/RFQ Form, and are cautioned to completely review the entire ITB/RFQ and follow instructions carefully. The Department reserves the right to modify existing provisions or include additional provisions, which are not currently addressed herein and further reserves the right to reject any or all bids, and to waive technicalities and informalities at its discretion. Deadline for Written Questions from Contractors 2/19/2024, 2:00 PM. Responses to Written Questions to Contractors: 2/21/2024 5:00 PM. All questions concerning this ITB must be submitted in writing via email to the Issuing Officer Tim Swink, swink@dot.ga.gov. No questions other than written will be accepted. All suppliers must submit questions by the deadline identified in the Schedule of Events for submitting questions. Bid Tab The Bid Tab will be sent to all qualified vendors 48 hours after receiving signed concurrence from the end user Notice of Award (NOA): Approximately 2 weeks after bid closing and only after the contract has been signed by both parties and executed. (NOA is for the issuance of the contract only. This document does in no way give the Contractor notice to begin work.) Prework Meeting (Mandatory) Within 10 Working Days After the NOA is issued Prework Meeting Document (PMD) Issued at the Mandatory Prework Meeting Issuance of Purchase Order / Notice to Proceed 72 hours after Prework Meeting Bid Bond or Proposal Guaranty Bid Bonds or Proposal Guarantys are no longer required Performance and Payment Bond A Performance Bond and a Payment Bond each equal to 100% of the Award Price, must be provided by the successful Bidder Project Limits Lake Court @ SR 280 South Cobb Drive 33.8691841,-84.5264321 This project will Consist of widen the existing roadside ditch, line the widened ditch with concrete ditch paving per Design and remove and replace the existing culvert with 42" CMP and construct headwalls per design @ SR 280/ Lake Court. All the proposed work is within the GDOT right of way. Detailed Description (1) Ditch Widening a. Starting at Station 100+00 and ending at Station 102+31.06, widen the existing roadside ditch to a bottom width of 6-ft. b. The proposed widening will require excavation and regrading of the backslope. c. Existing vegetation, within the right of way, along the backslope will need to be removed. All vegetation and trees removed shall be ground or cut flush to re-establish mowing limits. Clearing and vegetation removal shall not extend beyond project limits designated on the design plans. Per this contact an approved herbicide stump treatment utilizing blue dye shall be used on all woody species and hard woods removed to prevent regrowth. d. All disturbed sites shall be hydroseeded meeting GDOT Spec 700 for grassing to reestablish ground cover. (2) Concrete Ditch Lining a. Starting at Station 100+00 and ending at Station 102+31.06, line the proposed widened ditch per sheet 39- 0002. b. Ensure the two existing flumes from South Cobb Drive have connectivity to the new ditch paving to prevent erosion and undermining. (3) Remove and Replace Culvert under Lake Court a. Remove the existing single 30" RCP culvert and replace with single 42" RCP culvert, including headwalls (see sheet 22-0001). b. Tie Ditch Paving into Headwalls designs to prevent erosion c. Lake Court will need to be closed to traffic and requires barrier and signage no longer than 48 hours at a time. Detour plan will be required and approved before work can begin. (4) Curb and Gutter a. Shall be replaced per design plans (5) Misc. a. Access is provided from Lake Court at South Cobb Drive (see sheet 39-0001). b. Outside of clearing the access point, avoid clearing vegetation on the fore slope if possible. c. Installation and removal of 2 constructions entrances as per design plans. d. As shown, the project does not require leaving the GDOT right of way. e. The pavement quantities were developed assuming an open cut with 2:1 side slope. Depending on the contractor's means and methods, the actual footprint is likely smaller. f. Pavement Repair shall consist of utility patch design per attached plans. g. The Concrete Ditch Paving quantities were developed intending for all the proposed ditch to be paved up to the new depth height. . The property owner has an existing 2" PVC pipe out falling into the roadside ditch (see 39-0001). The property owner has said the pipe will be relocated prior to this project. Please coordinate with District 7. i. NO Mulch is permitted to remain within the project limits and must be removed daily. Bermuda grassing meeting GDOT standard 700 is required for areas that have been disturbed. Additionally, no debris may be accumulated within the clear zone and shall not impede guardrails and other safety devises from functioning as designed. Any existing debris and debris associated with removal activities within concrete flumes or natural ditches shall be removed by the end of each workday. All litter must be picked up, removed, and disposed of by the contractor before a final inspection is performed. The contractor will not disturb over one (1) acre of land at a time to avoid a Notice of Intent. The contractor will provide BMPs to avoid sedimentation and meet all guidelines.
