Construction Management Services Pines Road/bnsf Grade Separation Project This agreement will be for approximately three years in duration with the option for the City to extend it for additional time and money if necessary. The City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The work to be performed by the CONSULTANT consists of providing construction management services associated with the improvements to the Pines Road/BNSF Grade Separation Project, having a total project budget estimated at $48M. The project replaces the highway-rail at-grade crossing of Pines Road, State Route SR 27, and the BNSF Railway Company (BNSF) tracks with a new Pines Road underpass, replaces the signalized intersection of two state highways, Pines Road (SR 27) and Trent Avenue (SR 290), with a multi-lane roundabout, and constructs a separated shared-use path under the railroad crossing and an adjacent shared-use path around the new roundabout intersection. The project also constructs a new trailhead and parking lot facility adjacent Centennial Trail and Spokane River. This agreement has a 1% Disadvantaged Business Enterprise (DBE) goal. Construction Management services include: 1. Constructability Review: Review the construction documents being prepared by the City's Project Design Team and constructability feedback as documents are being finalized. Provide a final review of advertisement-ready construction documents used for soliciting construction bids from contractors. 2. Construction Management: Provide field inspection, materials testing and construction documentation in conformance with Federal Railroad Administration (FRA) guidelines, Federal Highway Administration (FHWA) guidelines, Washington State Department of Transportation (WSDOT) Local Agency Guidelines (LAG), WSDOT Construction Manual, Standard Specifications, and City of Spokane Valley requirements. 3. Public Outreach Services: Assist the City and Project Design Team in developing and implementing a public outreach program for the construction phase of the project. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1. Qualifications of Project Team and Key Team Members 2. Project Team experience on similar projects 3. Approach to Construction Management, Inspection Services, and Project Documentation 4. Experience with state and federal post-construction audits 5. Project Team location 6. DBE Participation Plan .
